The County of Yuba is currently recruiting for the position of Assistant
Human Resources Director in the Human Resources Department.
Under administrative direction, assists the Human Resources Director in
managing and directing assigned administrative functional areas and
staff within the Human Resources Department. Functional areas
include: County-wide comprehensive benefits, risk management and
insurance programs, workers' compensation and safety programs,
organizational and employee development, recruitment and selection,
classification and compensation, Equal Employment Opportunity (EEO)
and/or employee relations; establish, develop and implement a broad
range of policies, practices and procedures for area of assignment; and
perform related work as assigned. This position acts on behalf of the
Human Resources Director in his/her absence.

Examples of Duties / Knowledge & Skills

Examples of knowledge skills and abilities required for successful
performance: Knowledge of principles and practices, legal statutes, civil
procedures and administrative regulations as related to human
resources administration and risk management; principles, practices
and laws required to develop, implement, and evaluate human
resources and risk management programs; Federal, State and County
laws, codes and regulations related to human resources and risk
management. Skill in project management; independently coordinating,
overseeing and performing complex professional human resources and
risk management work in the area(s) assigned; planning, organizing,
supervising, reviewing and evaluating the work of others; defining and
analyzing programs and issues, identifying alternative solutions,
projecting consequences of actions and implementation of
recommendations. Ability to collaborate on topics that are sensitive in
nature, involving many stakeholders with competing interests; listen
carefully to what other people are saying, take time to understand the
points being made, and ask questions as appropriate for clarification;
interpret, apply and explain laws, codes and regulations to a variety of
individuals

Minimum qualifications & Requirements

Minimum: Equivalent to a Bachelor's Degree from an accredited college
or university with major coursework in human resources, public or
business administration or a closely related field and six years of
progressively responsible professional level experience in human
resources administration and risk management which has included at
least two years of supervisory or project/program management and
development.

Candidates with strong experience who lack the degree are
encouraged to apply.

Preferred: In addition to the minimum, additional years of progressively
responsible professional level work in multiple functional areas in
human resources administration and/or possession of a valid
SPHR/PHR, ARM, ARM-P, CSP, SHRM-CP, SHRM-SCP, and/or PMP
certification(s).

Special Requirements: Must successfully complete an extensive and
thorough background investigation which may include Live Scan
fingerprinting prior to hire. DMV printout prior to hire. Attend meetings
outside of normal working hours. Respond to emergency situations
during weekends, holidays, and other off-hours shifts. Must file
statements of interest with the Yuba County Clerk/Recorder.

Working Conditions: Generally a typical office environment. May be
required to travel to various worksites or locations within the County.
Occasionally may be required to travel for meetings or conferences
outside of normal business hours.

Licenses and Certification: The ability to obtain a valid California Class
C driver's license within ten (10) days of employment; maintain
throughout employment.

MERIT INCREASE: Typically 5% each year for the first 7 years
RETIREMENT: Misc- See Pension Reform Link on HR Website for
additional information. Yuba County does not participate in Social
Security
VACATION: 12 days for first 5 years with incremental increases every 5
years thereafter, up to 20 years.
HOLIDAYS: An average of 13 paid holidays per year, including 2
floating holidays.
SICK LEAVE: Accrued every payroll period, up to 12 days per year.
HEALTH/DENTAL/VISION/LIFE: The County pays 90% of the Basic Plan
premium for employee only and 70% for dependent(s)/ County provides
$50,000 in life insurance coverage.
DEFERRED COMPENSATION: Voluntary Deferred Compensation
plan(s) are available.
MANAGEMENT LEAVE: Annually 56 hours.
