DESCRIPTION

The City of Corona welcomes applications for Assistant City Manager. This position will be posted continuously and will remain advertised until filled. Applications will be reviewed beginning May 8, 2018.

The City of Corona is searching for an experienced, dynamic, and forward-thinking candidate for the position of Assistant City Manager. The Assistant City Manager participates as a member of the executive management team for the City of Corona, supporting both the City Manager as well as City Council. Under general direction, the Assistant City Manager manages major programs, contracts, and interdepartmental projects throughout the City. Additionally, this position administers marketing plans, community information, legislative advocacy, and intergovernmental relations programs among both internal and external groups.

The ideal Assistant City Manager candidate will be able to develop creative approaches to design, marketing programs, and City services, including developing public information programs and strategies while establishing and maintaining media relations. A Master of Public Administration or a Master of Business Administration degree is preferred for this position.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Creates, coordinates and implements marketing and communications strategies for the City in concert with other parties; establishes and maintains media relations and considers appropriate dissemination of public information.
  2. Directs the preparation of the newsletters, reports, publications, press releases, and other materials.
  3. Directs the writing of scripts, delivery of speeches, community presentations, and responds to media inquiries.
  4. Creates City-wide marketing plans, and develops public information programs and strategies.
  5. Provides policy and strategic direction in support of City-wide policies and initiatives.
  6. Establishes and implements City-wide public information policies, arranges news conferences, and serves as a spokesperson for the City.
  7. Meets with Council, regional and community representatives to review services, goals and issues involving the City; investigates and resolves complaints.
  8. Plans, organizes, coordinates, supervises and evaluates the work and activities of the administrative support staff and professional staff.
  9. Directs legislative advocacy efforts at the state and federal levels and monitors their implementation; develops advocacy positions and analyzes the impact of legislation in relation to the City's interests.
  10. Directs or conducts complex administrative or management studies relating to City-wide issues and/or programs; identifies problems, determines analytical techniques and information-gathering processes and obtains necessary information and data for analysis; analyzes alternatives and makes recommendations; discusses findings with management staff and prepares reports and implementation plans.
  11. Compiles, writes and edits activity reports, agenda reports, committee reports, memos and correspondence on behalf of City Manager and City Council.
  12.  Plans, coordinates and participates in the development of the City's long-term strategic plan and the implementation of ongoing programs and services.

QUALIFICATIONS GUIDELINES

Knowledge of:

Principles and practices of public administration, intergovernmental management, public relations and marketing; social media programs and emerging trends; legislative and budgetary practices; principles and methods involving administrative analyses, program evaluation, employee development, and cost benefit analyses; statistical analysis and data management principles and practices; principles and practices of employee supervision, including training and performance evaluation.


Ability to:

Evaluate, direct and implement a comprehensive communications strategy, community information programs and outreach platforms; analyze and solve complex administrative, operational, economic, political and organizational problems; interpret and apply laws, regulations, ordinances and policies; plan, oversee, coordinate and evaluate the work of professional, managerial and support staff; write and present clear and concise reports, correspondence and other recommendations; make effective public presentations; organize and coordinate multiple projects, assignments and issues while meeting deadlines; facilitate and direct work groups, teams and committees; present ideas, alternatives and options to resolve organizational problems and meet City goals; exercise independent judgment and initiative within established guidelines; establish and maintain effective working relationships with staff, management, regional and community representatives, City Council, and others encountered in the course of work.


Education/Training/Experience:

Graduation from a four year college or university with full accreditation status granted by an institutional or specialized accrediting body recognized by the U.S. Department of Education or the Council for Higher Education Accreditation with a major in public administration, business administration, or a related field is required; and ten or more years of professional and managerial experience involving community and regional relations, involving similar practices and analyses; or an equivalent combination of training and experience. Additional coursework in marketing, communications, and intergovernmental relations is desirable; MPA or MBA is preferred.


Special Requirements:

Possession of a valid Class C California driver's license in order to travel to City-sponsored functions and events, and to meet with various public and private representatives and groups regarding matters affecting the City Manager's Office.

EXECUTIVE EMPLOYEES
CITY PAID BENEFITS
  
For a complete explanation of benefits, benefit eligibility and restrictions; please refer to the current City Council Resolution Governing Compensation and Benefits of Non-Represented Executive Group Employees. Any information contained herein that may conflict with the provisions of the Resolution, the Resolution shall prevail.
 
RETIREMENT: Employees are covered by the Public Employees' Retirement System. The City does not participate in Social Security and the City pays the employees mandatory contribution to the Medicare Program.

The City offers two retirement formulas based on the employee's current CalPERS membership status. The 2.7% @ 55 for miscellaneous or 3 % @ 50 for safety, single highest year of service retirement formula will be applied to employees hired prior to January 1, 2013 and those current CalPERS members with no significant break in PERS-qualified employment. The 2% @ 62 for miscellaneous or 2.7% @ 57 for safety, three-year average retirement formula will be applied to those employees with a significant break in PERS-qualified employment and those who have not formerly been a member of CalPERS or another retirement program with which CalPERS has a reciprocal relationship.

All employees hired on or after January 1, 2013, will be subject to CalPERS membership review for applicability of PEPRA.
 
ANNUAL LEAVE & HOLIDAYS: Probationary employees employed less than one (1) full year shall accrue probationary Annual Leave, at one-half the rate of Annual Leave accrual for a 1-5 year full time regular employee. Such accrued time may be used only for illness or medical reasons for the employee or the employee's immediate family. After six (6) months, an employee may be "advanced" and use up to one (1) week of Annual Leave for vacation purposes, with the permission of the City Manager. Notwithstanding the above, upon completion of the probationary period and obtaining the status of a full-time regular employee, an employee shall have credited to his/her Annual Leave account all unused accrued hours at the 1-5 year employee rate. 

There are 12 (8 hours) paid holidays (96 hours) per calendar year.

EXECUTIVE LEAVE:  The City will provide executive leave for exempt Executive Group employees in lieu of other compensation for overtime.  Exempt Executive Group employees shall be granted Executive Leave of one hundred eight (108) hours during any fiscal year regardless of the employee's particular work schedule.

AUTO ALLOWANCE/ASSIGNED CITY VEHICLE: Eligible classifications designated by the City Manager may receive up to a $480/month auto allowance or an assigned City maintained vehicle.

BILINGUAL PAY: The Bilingual Pay Program provides an increase for those members demonstrating the ability to both understand and effectively communicate in a language other than English that the City Manager has determined is necessary for the effective or efficient operation of the City. To become qualified an Association member must be certified by the Human Resources Department after successfully passing an oral conversational test established by Management.

LONGEVITY PAY: After 5 years of service $1,400.00 annually. After 10 years of service $1,600.00 annually. After 15 years of service $1,800.00 annually. After 20 years of service $2,000.00 annually.
 
MEDICAL INSURANCE: The City currently offers Kaiser and Blue Shield HMO plans as well as several Anthem Blue Cross PPO plans through CalPERS.

The City agrees to provide the following Medical Allowance to Members hired on or after November 14, 2017:

(1) $473.46 per month for Members electing Employee only coverage;
(2) $946.92 per month for Members electing Employee plus one dependent coverage; or
(3) $946.92 per month for Members electing Employee plus two or more dependents coverage.

The Medical Allowance will be made available through the Cafeteria Plan. If a Member enrolls in a health plan that costs more than the Medical Allowance, he or she will be responsible for payment of any premium in excess of the Medical Allowance. The excess of the Medical Allowance remaining after purchase of mandatory health coverage through PEMHCA, if any, may NOT be allocated toward the purchase of other Cafeteria Plan benefits and may NOT be taken as a taxable cash payment.

Option to waive medical insurance equivalent to your current coverage is: 
Effective January 1, 2018
(a) $1,000.00 for Employee + 2 or more dependents
(b) $750.00 for Employee + 1 dependent
(c) $450.00 for Employee Only
 

DENTAL INSURANCE: The City currently offers HMO and PPO dental insurance through Delta Dental and Delta Care. Dental insurance premiums are paid by the employee.

VISION INSURANCE: The City currently offers vision insurance through Eye Med. Vision insurance premiums are paid by the employee.

FLEXIBLE SPENDING PLAN: Each employee may contribute to either a medical reimbursement account or dependent care account to pay for unreimbursed medical expenses and/or dependent care expenses with pre-tax dollars. The flexible benefit plan is offered at the time of hire and at each open enrollment period.

EMPLOYEE ASSISTANCE AND COUNSELING PROGRAM: This is a comprehensive program designed to help employees and their family members find direction in solving personal and/or emotional problems.
 
TUITION REIMBURSEMENT:  Education plans approved in writing by the City on or after November 14, 2017, the City shall reimburse Members for the costs (tuition and books) up to a maximum amount of $2,500 per employee per fiscal year and a lifetime maximum amount of $10,000 per employee.
