DESCRIPTION

The City of Corona welcomes applications for Assistant City Manager. This position will be posted continuously and will remain advertised until filled. Applications will be reviewed beginning May 8, 2018.

The City of Corona is searching for an experienced, dynamic, and forward-thinking candidate for the position of Assistant City Manager. The Assistant City Manager participates as a member of the executive management team for the City of Corona, supporting both the City Manager as well as City Council. Under general direction, the Assistant City Manager manages major programs, contracts, and interdepartmental projects throughout the City. Additionally, this position administers marketing plans, community information, legislative advocacy, and intergovernmental relations programs among both internal and external groups.

The ideal Assistant City Manager candidate will be able to develop creative approaches to design, marketing programs, and City services, including developing public information programs and strategies while establishing and maintaining media relations. A Master of Public Administration or a Master of Business Administration degree is preferred for this position.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Creates, coordinates and implements marketing and communications strategies for the City in concert with other parties; establishes and maintains media relations and considers appropriate dissemination of public information.
  2. Directs the preparation of the newsletters, reports, publications, press releases, and other materials.
  3. Directs the writing of scripts, delivery of speeches, community presentations, and responds to media inquiries.
  4. Creates City-wide marketing plans, and develops public information programs and strategies.
  5. Provides policy and strategic direction in support of City-wide policies and initiatives.
  6. Establishes and implements City-wide public information policies, arranges news conferences, and serves as a spokesperson for the City.
  7. Meets with Council, regional and community representatives to review services, goals and issues involving the City; investigates and resolves complaints.
  8. Plans, organizes, coordinates, supervises and evaluates the work and activities of the administrative support staff and professional staff.
  9. Directs legislative advocacy efforts at the state and federal levels and monitors their implementation; develops advocacy positions and analyzes the impact of legislation in relation to the City's interests.
  10. Directs or conducts complex administrative or management studies relating to City-wide issues and/or programs; identifies problems, determines analytical techniques and information-gathering processes and obtains necessary information and data for analysis; analyzes alternatives and makes recommendations; discusses findings with management staff and prepares reports and implementation plans.
  11. Compiles, writes and edits activity reports, agenda reports, committee reports, memos and correspondence on behalf of City Manager and City Council.
  12.  Plans, coordinates and participates in the development of the City's long-term strategic plan and the implementation of ongoing programs and services.

QUALIFICATIONS GUIDELINES

Knowledge of:

Principles and practices of public administration, intergovernmental management, public relations and marketing; social media programs and emerging trends; legislative and budgetary practices; principles and methods involving administrative analyses, program evaluation, employee development, and cost benefit analyses; statistical analysis and data management principles and practices; principles and practices of employee supervision, including training and performance evaluation.


Ability to:

Evaluate, direct and implement a comprehensive communications strategy, community information programs and outreach platforms; analyze and solve complex administrative, operational, economic, political and organizational problems; interpret and apply laws, regulations, ordinances and policies; plan, oversee, coordinate and evaluate the work of professional, managerial and support staff; write and present clear and concise reports, correspondence and other recommendations; make effective public presentations; organize and coordinate multiple projects, assignments and issues while meeting deadlines; facilitate and direct work groups, teams and committees; present ideas, alternatives and options to resolve organizational problems and meet City goals; exercise independent judgment and initiative within established guidelines; establish and maintain effective working relationships with staff, management, regional and community representatives, City Council, and others encountered in the course of work.


Education/Training/Experience:

Graduation from a four year college or university with full accreditation status granted by an institutional or specialized accrediting body recognized by the U.S. Department of Education or the Council for Higher Education Accreditation with a major in public administration, business administration, or a related field is required; and ten or more years of professional and managerial experience involving community and regional relations, involving similar practices and analyses; or an equivalent combination of training and experience. Additional coursework in marketing, communications, and intergovernmental relations is desirable; MPA or MBA is preferred.


Special Requirements:

Possession of a valid Class C California driver's license in order to travel to City-sponsored functions and events, and to meet with various public and private representatives and groups regarding matters affecting the City Manager's Office.
