This is a continuous recruitment which will be used to establish an ongoing eligibility list for future hiring purposes.

Community Service Officers are hired to work at least 30 hours per week and will be scheduled every weekend and some holidays. Additional hours may be assigned or required.

Nature of Work
A Community Service Officer performs general duty civilian public safety work consisting of protecting life and property, maintaining order, preventing crimes, and enforcing laws and ordinances. The basic responsibilities include assisting the public, police officers, and other staff by performing a variety of public relations, technical, clerical, and manual activities related to law enforcement functions which do not require peace officer status; providing information and general assistance to the public; providing support to patrol, administration or a specialized function or unit, and performing related duties as required. This position works within the framework of the policies and regulations of the city as well as applicable state and federal laws. Work includes frequent in-person and telephone public contact, answering questions, explaining processes, and supplying information requiring courtesy and tact.

Distinguishing Characteristics
All positions in the Police Department are required to demonstrate cultural competency by positively interacting with people from a wide variety of cultural and socio-economic backgrounds by promoting community policing, attending community meetings and events, updating merchants regarding potential problems in the area, and participating in community-based programs.
 
By demonstrating cultural competency in law enforcement, collective behaviors, attitudes and policies come together in order to effectively work through cross-cultural situations.

DUTIES AND RESPONSIBILITIES

The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment or location.

*Public Relations
  • Perform public relations work explaining police, animal and parking control procedures to the public and relaying community concerns to sworn officers.
  • Meet with press to release public information.
*Patrol Duties
  • Respond to non-emergency calls for service.
  • Report road obstructions and traffic problems.
  • Report defective/malfunctioning parking meters, parking regulation signage, and traffic signals for repair.
  • Provide traffic direction at special events, accidents, and other situations as requested
*Incident Response
  • Process crime scene as appropriate.
  • Interview crime victims/witnesses, record additional information gathered, explain procedures for successful prosecution; refer crime victim to other agencies for further assistance if necessary; refer case to police investigator as appropriate.
  • Write initial police report.
  • Contact crime victims with update on case status.
*Parking Enforcement
  • Enforce parking regulations.
  • Issue citations for parking violations.
  • Parking ticket and warrant recovery.
  • Recommend the towing and impounding of vehicles in violation of parking regulations.
*Maintain Records
  • Prepare traffic accident reports involving non-injury on public and private property and non-injury/hit and run accidents.
  • Review records to determine parking citations not paid and attempt to collect fines of overdue parking warrants.
Miscellaneous Duties
  • Conduct funeral escorts.
  • Conduct tours of law enforcement center.
  • Testify under oath in court as needed.
  • Maintain liaison with DNR, Olmsted County Health Department, and other agencies.
Perform other duties as assigned or necessary.

*ESSENTIAL FUNCTIONS

MINIMUM QUALIFICATIONS

Education and Experience
High school diploma or equivalent GED 
Current enrollment in or successful completion of an accredited Law Enforcement or similar program earning a 2- or 4-year degree
OR
Relevant Military experience necessary for licensure as a Peace Officer in Minnesota
 
Desirable Qualifications 

  • Law Enforcement related experience
  • Working toward becoming a licensed Peace Officer
  • CPR/First Aid/Emergency Medical Technician (EMT) certification.
  • Experience working with computers and portable radios.
Special Requirements
  • Must be a Citizen of the United States.
  • Must possess and be able to maintain a valid Minnesota driver's license or in the case of residency therein, a valid driver's license from another state; or eligibility to obtain either of the above.
  • Must be free from any physical or emotional/mental conditions which might adversely affect the individual's performance of the duties of the position.

PHYSICAL AND ENVIRONMENTAL CRITERIA
In compliance with the Americans with Disabilities Act, the following represents the physical and environmental demands for this position. The employee must be able to perform the essential functions with or without accommodation.

This position requires a majority of time spent either walking or sitting with some standing and lifting.

Weights of objects to be lifted, carried or pushed/pulled will range from ten (10) to (100) pounds.

Climbing of stairs is often required as well as movements such as balancing, stooping, kneeling, crouching, crawling, twisting, bending, reaching, handling, fingering and feeling.

Simultaneous and often repetitive use of the hands and feet are required.

Reaching overhead and in front of the body is sometimes required.

Excellent sensory skills are important (sight, hearing, and speech) as well as the ability to communicate effectively.

Work is performed both indoors and outdoors with environmental conditions such as inclement weather, heavy traffic, automobile fumes, hazardous chemicals, noise, and extreme heat and cold.

DEFERRED COMPENSATION: The International City Management Association (ICMA) and Great West deferred compensation plans are available to employees on a voluntary basis. The deferred compensation plan allows you to arrange for a portion of your salary (through payroll deduction) to be paid to you at retirement age. The chief advantage is a tax savings. Income taxes are not paid on the amount placed into the plan because you do not receive the money. Taxes are paid on the money you receive after retirement. Retired persons are usually in a lower tax bracket, thus the tax savings.

PAYDAYS: Payroll is processed bi-weekly. Earnings are deposited every other Friday.
