Job Summary

**NOTE: Yuma County reserves the right to underfill the Appraiser III (Grade 229) as one of the following positions: Appraiser II (Grade 210 Min: $17.20/hr. - Mid: $21.48/hr.), Appraiser I (Grade 189 Min: $15.49 - Mid: $19.34) or as a Field Data Specialist (Grade 173 Min: $14.30 - Mid: $17.86) until such time as the successful candidate completes all education and training requirements.**

NATURE OF WORK
Under general supervision performs technical work of considerable difficulty in conducting and reviewing appraisals for property assessment; serves as lead worker; performs related work as required or assigned; this position has department specific responsibility.

Example of Work

(Illustrative Only) Plans, assigns, coordinates and reviews the work of a specific area such as a section of a field division, personal property, land valuation, education, office administration or audit section; assists in developing compliance studies and reports to be submitted to Compliance Officer; oversees productivity of employees assigned to section; responsible to meet with the property owners to explain and outline specifically the taxation methods and procedures utilized in the property assessment of the individual's property if petitioned or questioned; represents Assessor in administrative appeal process; assists in development of procedures and guidelines for implementation of policies as directed; assists with corrections to applied valuations based on field inspections and other research; consults with developers, investors, and property owners on specific properties as necessary; conducts inspection and appraises property at market value using departmental cost methods and procedures; performs appraisals on the most difficult and complex properties or developments; instructs employees on department policies, office procedures, and the rules and regulations regarding property tax assessment; may act as a lead worker; regular and reliable attendance is required; performs other duties as assigned.

Experience and Education

High school diploma or GED equivalent; five (5) years progressively responsible work experience in property tax appraisal; AND one (1) year of supervisory experience; OR an equivalent combination of education and experience; must meet all current requirements of the State of Arizona (ARS 42-123.02) Level II certification from the Department of Revenue. Special Requirements: This position requires successful completion of a background check; and possession of a valid Arizona driver's license.
 
This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

Knowledge, Skills and Abilities

Knowledge of: County policies and procedures; the principles, practices and techniques used in valorem property assessment; guidelines and statutes effecting property assessment.

Skill in: Preparing sketches and diagrams of assessed buildings; making arithmetical computations; performing administrative appeals; the principles and practices of supervision; analyzing and interpreting the factors affecting property values; meeting and dealing tactfully with the public; preparing reports and presenting facts clearly, orally and in writing; establishing and maintaining effective working relationships with employees, other agencies and the public; in following written and verbal instructions; communicating effectively, verbally and in writing.

Ability to: Read, write and synthesize data; use modern office equipment and computers; follow written and verbal instructions; work in varying extreme weather conditions; lift 20 lbs.

Work Environment
The usual and customary methods of performing the job's functions require the following physical demands: occasional lifting, carrying, pushing and/or pulling, some stooping, kneeling, crouching and/or crawling, and significant fine finger dexterity; generally the job requires 60% sitting, 20% walking and 20% standing; the job is performed under varying extreme weather conditions.

Medical Coverage Category 2017

The YCEBT is a self-funded medical plan administered by BlueCross BlueShield of Arizona (BCBSAZ).  The employee is able to select from two (2) medical plan options with four (4) tiers that will best suit the employee's needs, dependents or families.

Plan Option 1: Preferred Provider Option (PPO) or PPO with $20.00 Wellness Incentive.
Employees who participate in the "Wellness Incentive" will receive a $20 monthly premium reduction.

Plan Option 2: High Deductible High Plan - Health Savings Account (HDHP-HSA) or HDHP-HSA with Wellness Incentive.
HDHP-HSA Wellness Incentive for Employee Only option receives a $240.00 annual contribution to a Limited Purpose FSA card.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $3,500 per person per calendar year ($7,000 for two or more family members).
