Description

As a function of the Shawano County Highway Department this position provides accounting and office management responsibilities for the maintenance / construction of the County Highway Department’s record-keeping system with respect to payroll, general ledger and accounts payable/receivable.   This position works under the direct supervision of the Highway Commissioner.

Example of Duties

1.  Implements and performs accounting operations and processes within the office/unit of assignment to include:
-enters financial transactions for department/office/unit/county including cash receipts, receivables, general ledger entries;
-calculates and processes unit payroll in accordance with County procedures, agreements, and provisions.
-coordinates or handles the billing of clients, funding sources or other agencies for services provided
-prepares monthly financial statements;
-assists auditors in the audit and review of unit accounting records by supplying financial information requested.
-prepares department/unit annual report;
-reviews, verifies and submits invoices for payment;
-coordinates the purchase requisition process;
-prepares various tax reports (e.g. w-2’s, 1099’s, etc.)
-reconciles accounts/reports/statements and closes out accounting records.

2. Responsible for the supervision, evaluation, performance management and development of assigned staff to ensure compliance with department/county priorities, procedures, practices and policies.

3.  Coordinates the maintenance of department/unit files, records and office retention practices and procedures.

4.  Provides assistance to staff with technology and software issues and problems.  Makes arrangements and coordinates troubleshooting and assistance for more difficult problems with Technology Services personnel.

5.  
Compiles and prepares various financial reports, spreadsheet or various forms/reports required by local, state or federal agencies.

6. Under general direction from the Highway Commissioner develops the Departments annual budget, monitors contracts of vendors and provider agencies.  Accurately reports and reconciles all state/federal funding sources.

7. Performs other duties of a comparable level/type.

8. Assists Committee members, Highway Commissioner, and other Department managers/supervisors as requested.

Typical Qualifications

 Five years of accounting experience or two years of accounting experience with bachelor’s degree or any combination of education and progressively responsible experience in business administration/managerial field, which provides necessary knowledge, skills and abilities.

Must be reliable, trustworthy, self-motivated and self-reliant.

  • Understanding of general accounting principles and standards.
  • Knowledge of governmental accounting procedures and operations.
  • Knowledge of records management and retention requirements and fundamentals.
  • Knowledge of County administrative rules, guidelines and procedures as it applies to the position.
  • Fundamentals and operation of accounting software, business productivity software (i.e. word processing, email, scheduling software, presentational and spreadsheet software).
TESTING WILL BE PART OF THE INTERVIEW PROCESS.

SALARY RANGE LISTED ABOVE IS HIRING RANGE (DOQ).  ADDITIONAL STEPS BEYOND RANGE LISTED ABOVE, MAY BE AVAILABLE BASED ON PERFORMANCE.

Health Insurance
 - Employer pays 87% of a Single, Employee + One, or Family plan.  Sixty (60) day waiting period. 

Two Plans are available. Employee monthly contribution amounts are as follows:

Plan 1:
Single - $94.33
Employee + 1 - $233.16
Family - $273.06
Deductible:  Single-$1,000; Employee + 1-$1,750; Family - $2,500 (in Network)

Plan 2:
Single - $85.96
Employee + 1 - $212.50
Family - $248.86
Deductible:  Single-$2,500; Employee + 1-$3,500; Family-$4,500 (in Network)

Health Reimbursement Account (HRA)-County allots $450-Single, $900-Employee +1 and $1350-Family used to pay for deductibles and co-insurance costs for either Plan 1 or Plan 2 yearly.

Life Insurance - All employees under the Wisconsin Retirement Fund for six months are eligible for Group Term Life Insurance coverage to the next 1,000 th of your income. The County pays 70% of the premium.

Sick Days, Vacation, Holidays:  Non-traditional time-off system-Paid Time Off (PTO) where employees accumulates time-off every two weeks, based on multiplier and years of service.  Time begins accruing first day of employment - PTO to be used for sick, vacation and holiday.

Retirement – 13.5% of employee gross earnings (General Employee) to the Wisconsin Retirement Fund -Employee pays 6.70%.

Medical & Dependent Flexible Spending Accounts - Eligible with health benefit. Benefits paid by you with pre-tax dollars. Up to $2,400 for health care reimbursement plan which includes medical, dental, and vision out of pocket expenses; up to $5,000 in dependent care reimbursement, and (must be eligible for health insurance).

Deferred Compensation - A pre-tax deduction from payroll check invested by outside vendors for future retirement use.

Employee Assistance Program (EAP) - Confidential counseling service for employee and immediate family members, County picks up monthly premium.
 
Dental - Voluntary participating available after sixty (60) days.

Optional Insurance - Voluntary participation, currently through AFLAC for short term disability, critical illness, accident and life insurance, Boston Mutual-whole life insurance.
