Description
- Under general direction of the Director, assists in the permitting, inspection, zoning enforcement, and building code enforcement for the County, the issuance of building, electrical, plumbing, mechanical, and gas permits for Hamilton County.

- Participates in the direction and supervision with examination/investigation of non-compliance of Hamilton County zoning regulations. Provides information and technical assistance concerning zoning and code requirements to the public, Hamilton County Attorney, and other assigned staff; discuss problem areas with property owners and in support of assigned staff; recommends solutions to resolve compliance issues; responds to questions or complaints concerning both zoning and code violations. Monitor process of Building plans review.Oversees the maintenance of logs and records of zoning regulation violations, and building plans review activities. Conducts research on various related topics as tasked/needed. Assists with the day-to-day operations of the permitting process, issuance of permits, and staff support. Consults with assigned staff to assist with complex, unusual or problem situations, provides direction, advice, technical expertise and support.
Assists with the examination of the commercial, residential and subdivision construction plans for life safety issues and building code compliance; assists with final approval or required changes; assists with plans examinations as needed.
Coordinates zoning complaints and codes issues or conflicts on various projects with the County Attorney's Office, fire department and State Fire Marshall's Office; coordinates court cases with County Attorney, maintains investigation files of zoning violations, and advises on codes matters with other departments as needed; monitors progress of Building plans under review; ensures timely communications and response with other departments.
Conducts site visits as needed to obtain information, and determine if compliances issues exist on projects to further ensure zoning and codes compliance; conducts field visits with the public to advise on zoning and code issues.
Attends various Board meetings, weekly construction meetings, workshops and training sessions as appropriate and other meetings as tasked/needed.
Performs various tasks in support of the daily operations of the department; ensures plans are filed/archived following review; ensures plans are delivered to microfilming department; copies and distributes forms, reports, correspondence and other related materials as required. Performs other related duties as assigned to include supervisory responsibilities. Knowledge, Skills and Abilities
Knowledge of Tennessee Code Annotated (TCA) and related administrative guidelines, federal regulations relating to area of responsibility.
Knowledge of Hamilton County Policies and Procedures.
Knowledge of Hamilton County building, mechanical, electrical, plumbing and gas codes, permitting and inspection process, County zoning and subdivision regulations, County policies and procedures.
Knowledge of National Fire Code, Life Safety Code and National Electrical Code.
Knowledge of Hamilton County Building Division budget, including the County budget and accounting system.
Skill in business communications and administration, reading, interpreting, understanding and applying Tennessee Code Annotated, related policies and procedures, applicable Federal and State codes, rules and regulations, Hamilton County Policies and Procedures.
Skill in working under pressure of deadlines and in establishing and maintaining cooperative working relationships with the public, department staff at a supervisory level, other County departments, other governmental agencies, and elected officials.
Skill in communicating and reporting effectively orally, and the development of written documents, reports, and providing technical information.
Skill in establishing programs and procedures and maintaining cooperative working relationships with department staff, other County departments and external agencies and parties.Minimum Requirements
- The equivalent of a Bachelors Degree in Civil Engineering, Business Management or directly related discipline from an accredited institution and five (5) years of experience in business management, supervision, in the field of construction management or related experience, three (3) of which must be in a supervisory capacity.
ADDITIONAL REQUIREMENTS:
This classification requires the incumbent to be certified by the International Code Council as a Zoning Enforcement Inspector within one (1) year, and be able to obtain Certification as a Building Plans Examiner within one (1) year of the date of hire.
A valid Tennessee Driver's License is required.
PHYSICAL REQUIREMENTS:
Work requires minimal physical effort with intermittent sitting, standing, and walking. Occasional visits to building and project work sites, and court appearances are required.
