This job posting will be used to fill all vacant positions with the State Fire Marshal Architect title and may be filled anywhere in the State of Louisiana.  The domicile will not be known until there is a vacancy.  This position will require travel within the assigned district and occasionally to areas outside the domicile as requested by Administration.

Applications will be valid for only 180 days.  Applicants must re-apply to be eligible for future vacancies beyond that 180 period.

This position has a Special Entrance Rate (SER) of $2578.80 bi-weekly.

Qualifications

MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice architecture followed by two years of experience as a professional architect.

Job Concepts

Function of Work:
To apply architectural principles, theories, concepts, methods, and techniques in the planning, design, construction, and/or inspection of either state owned buildings or other buildings which are required to meet the building safety, handicap accessibility, and energy codes as established by State and Federal Authorities.

Level of Work:
Advanced.

Supervision Received:
General from an Architect 4.

Supervision Exercised:
Regulatory control over contracted design professionals and building owners/tenants. May serve as a lead-worker over lower level Architects.

Location of Work:
May be used by all state agencies.

Job Distinctions:
Differs from Architect 2 by the performance of advanced journeyman duties.

Differs from Architect 4 by the absence of supervisory responsibility.

Examples of Work

Serves as a design-administering architect over several state agencies for all construction that occurs at the agency.

Presides over all staff projects, from initial inception at capital outlay request through completion of contract construction documents.

Reviews capital outlay proposals submitted by user agencies, analyze budget and program, and makes recommendations regarding funding of program.

Reviews user agency programs and makes recommendations regarding the same.

Reviews all design submittals of contract construction documents, including new construction, additions, and renovation of public and private buildings. The review includes compliance with statutorily established building codes, rules and regulations, and energy code.

Recommends changes to comply with these considerations.

Confers with state agencies on existing problems and solutions.

Makes recommendations regarding procedure and construction problems in order to produce the best end product (building) for the use.

Acts as a consultant for the state as it relates to the protection of life and property from the hazards of fire, smoke, explosion, and panic.

Identifies, evaluates and determines the adequacy of the Life Safety systems in the buildings. Life Safety systems are comprised of the protection of structural systems, protection and integrity of egress systems, evaluation of mechanical, electrical, automatic fire suppression systems, fire protective signaling systems, design of smoke removal systems, and the identification of unique hazards within a building.

Evaluates handicapped accessibility requirements as promulgated by the state legislature.

Consults and provides recommendations on construction projects by directing and overseeing architects, owners, contractors, state agencies, the general public, etc. in the proper design of all new and renovated work to all public and privately owned buildings so that they will comply with life safety systems and handicapped accessibility standards.

Assists architects, engineers, builders and building owners in the development of alternatives to achieve an equivalent level of safety as that intended by the adopted laws, codes, rules, and regulations.

On projects where no architect or engineer is required by law, consults and recommends to building owners alternative solutions to code requirements.

Negotiates temporary safety measure and time tables for Plan of Correction.

Analyzes and calculates occupant loads of individual buildings.

Performs on-site inspections of commercial construction projects statewide.

Conducts inspections of general occupancy types, complicated occupancy types, large penal institutions, hospitals, high-rise buildings, malls, bulk fuel facilities, universities, etc.
