Function
Plans, directs, and supervises various activities within the Department of Public Works to include functions related to Wastewater Operations, Solid Waste Operations, Streets and Bridges, Stormwater/Drainage Maintenance, Steam Plant, Facilities Maintenance and other related areas as assigned by the Director of Public Works. Provides management and guidance throughout the Department of Public Works as required.
Examples of Work
*Formulates policies and procedures and insures timely completion of maintenance projects and activities under the jurisdiction of the Public Works Department. Consults and confers with various City department officials, State and Federal government agencies and citizen groups in coordinating such projects.
*Supervises a variety of staff of professional, clerical, technical and trade personnel. Makes first, second and third level management decisions concerning employee management relations. Initially recommends and approves personnel actions such as hiring, evaluating, training, counseling and discipline.
*Oversees expenditures and cost accounting of VDOT Urban Maintenance Program Funds and ensures all eligible expenditures are captured and properly documented.
*Represents the City of Hampton Department of Public Works as the Public Works Utility Director on various committees, boards and public outreach events to include the Hampton Roads Planning District Commission, Virginia Peninsula Public Service Authority and serves as the primary point of contact with the Hampton Roads Sanitation District, Newport News Waterworks, Virginia Department of Environmental Quality and the Occupational, Health and Safety Administration and NASA staffing as they relate to the City of Hampton, Department of Public Works.
*Plans, organizes and executes all activities related to inclement weather in the City of Hampton. Directs activities of workforce during emergency situations. Assesses the situation and determines the appropriate course of action, such as staffing levels, equipment needs and budgetary requirements.
*Plans organizational activities annually by detailing goals and objectives. Prepares budget requests and presents final budget recommendations to the Director of Public Works based on evaluation and analysis of budget estimates submitted by Superintendents. Provides advice and recommendations concerning both operating and capital budget formulations.
*Directs the assembly of data for planning the maintenance, repair and capital replacement of infrastructure in the various areas of Public Works to include Wastewater Operations, Solid Waste Operations, Stormwater/Drainage Maintenance, Streets and Bridges, Facilities Maintenance and Steam Plant.
*Coordinates policies and procedures for the use of manpower and equipment. Establishes job and project priorities based on established goals and objectives, urgent needs based on personal inspection or direction from the Director of Public Works or higher authority. Attends meetings and conferences with departmental personnel and representatives of other agencies. Coordinates primary functions of operations with other activities in Public Works and other City departments and/or agencies to cooperate in accomplishing common tasks, sharing equipment and personnel when possible. Coordinates and evaluates activities of workforce during emergency situations in accordance with departmental and City emergency plans.
*Confers with and directs division managers and superintendents engaged in executing work procedures, interpreting specifications, and coordinating various phases of construction and/or repair to prevent delays.
*Monitors all safety related items within the Department of Public Works. Conducts safety inspections to ensure the proper equipment is being used at all times and that all employees are trained in all aspects of safety and the proper use of related equipment. Assures that all employees are within the guidelines of the Occupational Safety and Health Administration regulations and how they apply to the Department of Public Works.
*Directs and develops programs for the disposal of refuse and production and sale of energy, including disposal of City, Federal government and contracted waste for production of energy and sale to NASA and other private users.
*Assists the engineering staff with technical advice on projects involving the design and construction of public buildings, major roadways, storm water management and wastewater collection infrastructure.
*Oversees the planning, operation, maintenance, and repair requirements of municipal buildings and related site infrastructure.

*Performs related duties as required.Qualifications
Graduate from an accredited college or university with a Bachelor's Degree in Public Administration, Business Administration, Management or Environmental Science. Minimum of five (5) years experience in the administration of complex public works programs; minimum of five (5) years supervisory experience; functional working knowledge of the technology involved in the following; Wastewater Operations, Solid Waste Operations, Streets and Bridges, Stormwater/Drainage Maintenance, Steam Plant, Facilities Maintenance and other related areas within the Department of Public Works. Must possess a thorough knowledge of the principles of budgetary control and the ability to prepare and maintain budgets and related financial documents. Ability to communicate effectively both orally and in writing; ability to establish and maintain harmonious working relationships with co workers and a variety of internal and external customers; ability to foster effective public relations and work effectively with diverse groups; ability to conduct briefings and make effective oral presentations; ability to plan and prioritize a large and diverse workload effectively. Must possess and maintain a motor vehicle operator's license and must have a satisfactory driver's record based on the City of Hampton's criteria. Any acceptable combination of experience and education which qualifies the applicant may substitute for the more specific requirements listed above.
Features
Performs duties under the limited supervision of the Director of Public Works, who provides guidance through periodic discussions and consultations. This is a high level management position that requires considerable independent judgment in accomplishing assigned duties within established guidelines. Requires frequent travel throughout the City and direct and extensive contact with City departments, related outside agencies, local, state and federal officials and the general public. Requires
attendance to local and regional meetings, to include some evening meetings. Requires work beyond a standard 40 hour workweek to include evenings, weekends and holidays. The incumbent will be considered "essential personnel" during City emergency situations and will be required to work long, unusual hours during time of emergency. This is an exempt position.
