Job Description
This position requires the ability to control the administrative and operating functions of the Clovis Area Transit System in cooperation with and in the absence of the Director. This position normally works 40 hours per week, Monday through Friday, 8:00 a.m. to 5:00 p.m. May be required to work some weekends, evenings and after normal hours and to operate transit vans when short staffed.
The Clovis Area Transit System's mission is to provide safe, reliable, efficient transportation service to the Clovis community.Public Job Description
· In absence of director; supervises and directs all employees, oversees day-to-day operations, attends meetings, etc.
· Responsible for direct supervision of Administrative personnel.
· Responsible for the overall fiscal management (general accounting) of the department and as such coordinates with the City's Finance Department.
· Prepares financial reports and submits to the State as required.
· Prepares requests for reimbursements to the State and tracks payments.
· Assists with the preparation of budgets and grants.
· Assists with the development and maintenance of department policies, procedures and certifications.
· Assists with development of specifications in writing bids for vehicles, software, etc.
· Coordinates with Operations Manager in the investigation of accidents/incidents.
· Assists with reconciling fares and making daily deposits.
· Attends training sessions & meetings (including City Commission meetings) as required.
· Provides director with verbal and written reports as required.
· Works with public and social services agencies to coordinate service for their clientele, including presentations to these organizations.
· Operates transit van as needed when short-staffed (requirement of all department personnel).
· Maintains exceptional customer service at all times.
· Provides all transportation services in a safe and secure manner.
· Dignity and respect to be presented to others.

Requirements
Graduation from an accredited college or university with a degree in business administration, accounting, or very closely related field or equivalent is preferred. At least 1-year experience in the transit field, with administrative control of budgets, general accounting for government contracts, and grant writing is preferred. Six months in supervisory status is preferred. Must have a valid NM Drivers License, and a good driving record. Proficient use of computer, related spreadsheet and computer software programs is mandatory. Must be willing to attend training sessions to stay abreast of program regulation changes, mandatory NMDOT, NMTA or FTA meetings, and be able to obtain and maintain a current Defensive Driving Certificate and CPR/First Aid Certificate.
