DESCRIPTION

The Senior Civil Engineer plans, supervises, coordinates, assigns, and participates in the traffic engineering section; provides complex professional and technical engineering support relative to traffic engineering.

DISTINGUISHING CHARACTERISTICS

This is the supervisory level in the Civil Engineer series. Positions at this level are distinguished from other classifications within the series by the level of responsibility assigned, complexity of duties assigned, independence of action taken, amount of time spent performing the duties, nature of the public contact made, and direct supervision. Employees perform the most difficult and responsible duties assigned to classes within this series, and may provide direct supervision over assigned staff including Registered Engineers. Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility.

SUPERVISION RECEIVED AND EXERCISED

The Senior Civil Engineer receives direction from the Director of Public Works and City Engineer or his/her designee.

The position exercises direct and technical and/or functional supervision over professional technical and clerical staff.

EXAMPLES OF ESSENTIAL DUTIES

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Provide complex professional and technical engineering support services in Traffic Engineering.

Plan, prioritize, assign, supervise, and review the work of staff involved in transportation planning and traffic engineering.

Recommend and assist in the implementation of goals and objectives, establish schedules and methods for the performance of technical and professional traffic engineering related duties.

Participate in the review of development plans and recommend conditions to help mitigate transportation/traffic impacts in the City roadway network.

Answer questions and provide information to the public; investigate complaints and conduct appropriate traffic engineering studies and recommend corrective actions as needed.

Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for new staff, equipment and materials; monitor and control expenditures.

Direct or conduct various traffic studies and prepare reports and correspondence on traffic control issues for presentation to City Council, Planning Commission and other bodies.

Represent the City in legal affairs related to traffic and transportation issues; coordinate and prepare answers to legal inquiries.

Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service.

Direct the research of new traffic engineering practices, applications, trends, control devices, capacity enhancements and traffic operations improvements for implementation.

Direct or conduct the application of various grant applications related to traffic and transportation engineering.

Monitor the operations and suitability of existing traffic facilities; recommend and assist in the implementation of new traffic control facilities.

Direct or design traffic signals, signing and striping plans; intersection and roadway improvements.

Direct or conduct traffic signal coordination plans; traffic signal timing plans; work with our traffic signal and street lighting maintenance staff.

Establish and maintain liaison with appropriate governmental bodies, private firms, organizations or individuals to assist in achieving City objectives and ensuring compliance with appropriate guidelines and technical standards affecting traffic engineering.

Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures; write performance evaluations.

Check plans for accuracy, suitability, and completeness, and make recommendations for revision and improvement.

Review specifications for composition and accuracy.

Administer and/or oversee the administration of contracts; review and approve all payments and billings for contracted services.

Perform related duties as assigned.

EXPERIENCE & TRAINING / LICENSE AND/OR CERTIFICATE

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience:

Four years of increasingly responsible traffic and transportation engineering experience including significant supervisory responsibilities.

Training:

Bachelor's degree from an accredited college or university with major course work in civil/traffic/transportation engineering.

LICENSE OR CERTIFICATE

Possession of a valid Certificate of Registration as a professional civil engineer in the State of California or the ability to obtain within six months.

Possession of, or ability to obtain, a valid California driver's license and legally required vehicle insurance. Must also be able to meet driving record standards set by the city's driving policy.

MINIMUM QUALIFICATIONS

Knowledge of:

Principles and practices of traffic and transportation engineering as applied to new development and municipal public works.

Applicable laws and regulatory codes related to development, design, and construction.

Methods and techniques used in the design, construction, and surveying of a variety of public works projects.

Principles of organization, administration, and personnel management.

Principles and practices of supervision, training, and performance evaluations.

Principles and practices of budget monitoring.

Principles and practices of safety management.

Pertinent local, state, and federal laws, ordinances, and rules including CEQA regulations.

Recent developments, current literature, and sources of information regarding traffic and transportation engineering.

Principles and practices of project management.

Ability to:

Interpret and apply applicable codes, ordinances, rules, and regulations related to development and construction related to traffic and transportation.

Interpret, review, and analyze development proposals, plans, and specifications.

Make complex engineering computations and check, design, and supervise the construction of a variety of public works projects.

Perform professional and technical support services relative to assigned area of responsibility.

Organize, implement, and direct professional traffic engineering operations and activities.

Assist in the development and monitoring of an assigned program and project budgets.

Develop and recommend policies and procedures related to assigned operations.

Conduct comprehensive engineering studies and prepare reports with appropriate recommendations.

Administer contracts.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

Supervise, train, and evaluate assigned staff.

PHYSICAL AND MENTAL REQUIREMENTS:

Mobility: frequent use of keyboard; frequent sitting for long periods of time; occasional climbing, bending, and squatting. Lifting: frequently up to 10 pounds; occasionally up to 40 pounds. Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision. Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. Hearing/Talking: frequent hearing and talking, in person and on the phone. Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone. Environmental: frequent exposure to noise.

WORKING CONDITIONS:

Work is performed in a typical temperature controlled office environment subject to typical office noise and environment. Positions may require occasional overtime; weekend work and travel is rare.
