Description
Under direction, the Operating Room Technician assists in nursing care and the preparation of patients for surgery; assists in the operating room during surgery and in the recovery room; and performs support duties to include the cleaning and maintenance of supplies, instruments, and sterilizers.
Distinguishing Characteristics:
Operating Room Technician I is the entry level classification in this job series. Incumbents perform routine duties assisting physicians and nurses in the preparation of surgical equipment used in the operating room and responsibilities relating to cleaning procedures in both the operating room and in sterile processing.
Operating Room Technician II is the journey level classification in this job series. Incumbents perform a variety of duties that involve assisting physicians and nurses with the preparation of surgical equipment, direct assistance during operations, and scrub duties and responsibilities in the operating room.
Operating Room Technician III is the advanced journey level classification in this job series. Incumbents perform specialized tasks relating to preparation and direct assistance in the operating room for various specialized operations. Independent judgment is required at this level. May serve as a lead/training person over lower level Operating Room Technicians.
The Per Diem Pool (PDP) classifications are distinguished from the Regular classifications in that the incumbents in these classifications receive limited benefits. They will receive shift differential, standby and callback premium pay and will participate in the Ventura County Employees' Retirement Association if they are assigned a biweekly work schedule of 64 hours or more. Incumbents hired into these positions are not guaranteed any specific number of work hours per biweekly pay period, and management has the authority to relieve them from duty when there is insufficient work.

Operating Room Technician II- $16.52- $25.23 per hour
Operating Room Technician III- $17.92- $27.17 per hour

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency examination with a score of seventy percent (70%) or higher.
AGENCY/DEPARTMENT: Health Care Agency – Ventura County Medical Center and may require travel to Santa Paula Hospital.Operating Room Technician I/II/III, ORT I-PDP, ORT II-PDP and ORT III-PDP are represented by the Service Employees' International Union (SEIU) and are eligible for overtime compensation.NOTE: This classification is within a bargaining unit that is subject to an agency shop arrangement which mandates all Regular employees either join Local 721 of SEIU and pay dues as a member OR either pay a service fee to Local 721 or direct that an amount equivalent to the service fee be distributed to a qualified charitable organization. Per Diem Pool employees shall be required to pay union representational service fees at the rate of 1/80th of the normal union fees for each hour compensated in a pay period, not to exceed eighty (80) hours.
The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Per Diem Pool, Intermittent, and Extra-Help vacancies within the Health Care Agency. There are currently two (2) Regular vacancies.
NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further exam upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Duties may include but are not limited to the following:
- Cleans and maintains surgical supplies in the operating room;
- Cleans, maintains, and prepares surgical instruments for surgeries;
- Assists the nurses in the preparation of patients for surgery and in the recovery room; and
- Performs other related duties as required.
- Directly assists the physicians and nurses during surgical procedures; and
- Performs other related duties as required.
- May lead the work of lower level Operating Room Technicians and student Operating Room Technicians by training and/or supervising and making recommendations on hiring, disciplinary actions, and evaluations; and
- Performs other related duties as required.
Typical Qualifications
- These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING, and EXPERIENCE
Some (I), considerable (II), or progressively responsible (III) experience in a medical service delivery area which has led to the acquisition of the required knowledge, skills, and abilities. The required knowledge, skills, and abilities can also be obtained by:
Operating Room Technician I/ ORT I- Per Diem Pool
A certificate as an Operating Room Technician OR a minimum of three (3) months of experience performing duties comparable to those of an Operating Room Technician.
Operating Room Technician II/ ORT II- Per Diem Pool
Six (6) months of experience as a scrub technician.
Operating Room Technician III/ ORT III- Per Diem Pool
Two (2) years of experience as a scrub technician
NECESSARY SPECIAL REQUIREMENTSCertification as a Surgical Technologist within the first year of employment.
Must be willing to work various shifts and on call as needed.
Must be willing to work at two hospital campuses as needed.

ORAL EXAMINATION – 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
NOTE: If there are three (3) or fewer qualified applicants, an oral examination may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
