Job Summary/Scope

The purpose of this position is to perform technical installation, maintenance, and repair duties in support of the department's computer, hardware, software and other technology needs.  Successful performance ensures that critical data is retrieved and analyzed in a timely manner.

The work consists of related technical duties in support of the department's computer information system. The difficulty associated with troubleshooting and diagnosing problems contributes to the complexity of the work.
 

Job Responsibilities

Major Duties

  • Advises and assists staff with evaluating and recommending hardware, software, applications, networking solutions, and other technology related implementations.Helps plans and install police network infrastructure; installs cable, connectors, and wall plates; connects to centralized routers.
  • Installs, maintains, troubleshoots, and repairs servers, computers, laptops, printers, network equipment, scanners, digital cameras, and other related hardware.
  • Installs, updates, and troubleshoots all software;
  • Trains end users in new software applications.
  • Assists police personnel with crime analysis procedures, maintaining crime statistics, creating analytical reports, charts, and maps using GIS technology.
  • Assists police personnel with submitting crime and other data to the State Bureau of Investigation
  • Assists police personnel with, updating, and maintaining the department web page. Performs help desk responsibilities as needed; responds to end user reports concerning hardware or software problems.
  • Responds to after hours calls, which could include nights and weekends.
  • Relocates computer related hardware and personal information for organizational moves.
  • Setups, configures, and installs departmental applications on new computers annually.
  • Troubleshoots and maintains in-car video camera system.
  • Troubleshoots and maintains network based camera system.
  • Supports Police Records Management system
  • Supports Mobile Computer Terminals.
  • Establishes and maintains security for the city-wide computer network; sets up users and maintains system access to the AS400 system.
  • Helps establish backup procedures and ensures daily backup of all critical systems.
  • Tests and restores back-up files.
  • Conducts annual audits of the computer hardware and software to ensure license and authorization.
  • Orders and distributes computer related supplies and accessories.
  • Coordinates repair service with outside vendors as necessary.
  • Performs other related duties as assigned.

Guidelines
  • Guidelines include the department Policies and Procedures Manual, standards of the Commission on Accreditation for Law Enforcement Agencies, and City of Wilson Procurement Procedures. These guidelines require judgment, selection, and interpretation in application.

Education/Experience Requirements

  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with an Associate's Degree.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for two or more years.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated. Be a citizen of the United States.

Preferred Qualifications
  • Baccalaureate degree in a course of study related to the occupational field with three to five years experience in a technical support field. Experience with SQL Database administration, Crystal Reports, Law Enforcement Records Management and Information Systems, In-car video camera systems, mobile data systems, GIS.
  • MCSA certification preferred- Microsoft Certified Systems Administrator
  • MCDST certification preferred- Microsoft Certified Desktop Support Technician

Knowledge Requirements
  • Knowledge of the installation, maintenance, and repair of computer hardware and related equipment.
  • Knowledge of various operating systems including Windows 7, Windows XP, and Windows Server.
  • Knowledge of various software packages including AS400, ARCMap, ARCView, Crystal Reports, Microsoft Office Applications, Microsoft SQL, Microsoft Active Directory, and other various software packages.
  • Skill in troubleshooting, diagnosing, and repairing hardware and software problems.
  • Skill in the installation and maintenance of computer hardware and software.
  • Skill in the training of end users in various software operations.
  • Skill in Crystal Report writing.
  • Skill in maintaining SQL databases.
  • Skill in the creation of maps, forms, and charts.
  • Skill in oral and written communication.

Other Requirements
  • Be of good moral character as determined by a thorough background investigation to include a polygraph examination.
  • Have been fingerprinted and a search made of local, state, and national files to disclose any record.
  • Full disclosure of all criminal offenses for which the applicant has been arrested, charged, plead no contest or guilty to, or has been found guilty of.
  • Have produced a negative result on a drug screen administered according to the standards of the Department of Health and Human Services for Federal Workplace Drug Testing Programs.
  • Have been interviewed personally by the Department Head or his representatives to determine such things as the applicant's experience, knowledge, demeanor, attitude, and ability to communicate.

Work Environment/Physical Demands

  • The work is typically performed in an office or computer room, while intermittently sitting, standing, or stooping.
  • The employee may be exposed to dust, dirt, and grease.
  • The employee frequently lifts light and heavy objects, climbs ladders, and must be able to distinguish between shades of color.
