Position Summary
Big Bend Community College invites applications for a full-time, 12-month, grant-funded Director of Title III HSI - Transforming STEM Pathways Grant position.
Recognized as a Leader College by Achieving the Dream, Big Bend is a designated Hispanic-Serving Institution (HSI) and was awarded a Science, Technology, Engineering, and Math (STEM) grant from the Department of Education for five years, 2016-2021. Components of the grant include creating a new Computer Science Direct Transfer Agreement (DTA) degree, a Data Center training track for our Associate of Science degree, STEM pathway advising, STEM mentoring, and developing a new Contextualized Mathematics sequence for Workforce Education programs and aligned with college-level math required for transfer.
BBCC is a small rural community college located in the sunny, central part of Washington State, and is accredited by the Northwest Commission on Colleges and Universities. Big Bend Community College serves over 5,000 students annually, with an annualized FTE of approximately 2,100, in a 4,600-square-mile service district including 15 communities in Grant and Adams counties and the Odessa School District in Lincoln County with on-site, online instruction, and interactive classrooms.

The Transforming STEM Pathways Grant Director is responsible for the organization, management, planning, implementation, continuous review, and analysis of the Title III HSI-STEM grant for Big Bend Community College. This individual provides grant project leadership and works closely with program faculty, division chairs, deans, vice-presidents, the college president to complete grant objectives. The Director also interacts with representatives of government, industry, K-12 schools, other colleges and universities, and business partners.
This position reports to the President and works closely with the Vice President of Learning & Student Success, instructional deans, and college faculty and staff in the delivery of instruction and student services.

Primary essential duties and responsibilities include but will not be limited to the following:
- Facilitate the implementation of the Title III HSI-STEM grant. Major grant activities include:
- The development of two new associate degrees and a certificate,
- Modification to STEM advising practices,
- The development of a student mentoring program,
- The development of contextualized developmental mathematics courses delivered in an emporium model, and
- Oversight for a research project studying the impact of the newly developed math curriculum and delivery model on student success.
- Manage the grant budget.
- Ensure compliance with all federal regulations applicable to the implementation of grant activities.
- Meet all grant reporting requirements for the Department of Education.
- Act as the primary liaison between the college and the US Department of Education for all matters related to the Title III, HSI STEM Grant.
- Authorize all HSI STEM expenditures and work with Business Services to reconcile expenditures and ensure the budget/funding is utilized appropriately.
- Work closely with college, faculty, staff, and administrators to implement grant activities and to align grant activities to strategic institutional goals.
- Perform necessary activities related to grant management, budgeting, and grant compliance.
- Ensure necessary data and document collection is complete for all grant activities in order to satisfy federal reporting, audit, and record retention requirements.
- Prepare reports and documents on progress of meeting grant objectives.
- Ensure program efforts comply with the requirements of the funding source.
- Work closely with the external evaluator to evaluate and monitor project performance and outcomes.
- Participate in strategic planning activities, as requested.
- Promote a culture that supports diversity, equity, and inclusion.
- Maintain professional growth and development through seminars, workshops and professional affiliations to keep abreast of latest trends in field of expertise.
- Follow safe work practices and policies, including, but not limited to security and safety, fire, disaster, and safe lifting.
- Ensure self-compliance with college policies and procedures as well as state and federal requirements.
- Collaborate with all areas of the college as needed to implement plans and objectives specific to the position. Ensure the interface with team members and other support groups is conducted in a courteous and efficient manner conducive with the college's values.
- Conduct self in a professional manner, consistently model professional communication practices, and ensure personal appearance meets the standards necessary to perform the job function while representing the college.
- Ensure that additional duties, as may be required by management, be handled in a manner necessary to meet organizational standards.
- Knowledge of grant management including budget, personnel management, and reporting.
- Knowledge and understanding of retention strategies, strong understanding of varied student services, particularly for minority students.
- Knowledge and ability to use Microsoft Office software and specific computer programs related to area of responsibility.
- Communicate effectively, orally and in writing, including the ability to engage in one-on-one and in public forum.
- Excellent organizational skills with the ability to work independently, set priorities, and complete assignments in a timely manner.
- Demonstrated problem-solving abilities, especially in cases requiring quick action and resolution.
- Demonstrated leadership experience and ability to take initiative.
- Ability to define problems, collect data, establish facts, and draw valid conclusions for reporting purposes.
- Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college faculty, staff, and students.

Minimum & Desirable Qualifications
At the time of application, candidates must possess the following minimum qualifications:
- Master's degree from regionally accredited institution.
- Experience in planning, organizing, implementing, and evaluating projects that required coordination with multiple individuals and/or entities.
- Previous experience working with individuals from diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds.
- Prior grant management experience.
- Prior budget management experience.
- Master's degree in a STEM (Science, Technology, Engineering, Math) related discipline from a regionally accredited institution.
- Experience managing a federal grant such as TRIO, Title III or Title V grants.
- Experience working in a community college or other higher education setting.
- Curriculum development experience.
- Bilingual English/Spanish proficiency.
