Description

This position is open until filled.  This designation indicates that a position will continue to be advertised and applications will continue to be accepted until an offer of employment has been made and accepted.

This position works directly for the Jail Commander and is a member of the Executive Team, this position contributes to agency-wide strategic planning, budget development and monitoring, fiscal responsibility, and problem solving for the health services division at the Escambia County Jail. This includes providing direction and management of the administrative function for the benefit of the health services division.

Examples of Duties

Uphold the Escambia County Board of County Commissioner's policies and procedures, addressing staff concerns accordingly for resolution.
 
Provides leadership and vision to direct the design, planning, and management of the assigned programs and functions, achieving continuous improvement in service quality, and customer service.
 
Assures appropriate staff training and compliance with personnel policies

Monitors compliance with state and Department of Health regulations and with the National Commission on Correctional Health Care (NCCHC) nursing and medical practices, policies, procedures and guidelines with the goal of deficiency-free surveys.

Assists in the development of annual operating budget, and monitors allocations, expenditures  to maintain the annual healthcare operating budget.
 
Provides direct supervision of Jail Health Services Manager. 

Oversees appropriate hiring, training, coaching, timely performance evaluations, scheduling and administration of discipline, including termination.
 
Serves as a resource to clinical staff for job-related questions and concerns.  Together with the Jail Health Services Manager, orients new staff to policies, procedures, protocols, and standards.
 
Assures contract compliance through ongoing monitoring and communication with the Jail Commander.
 
Responds to Jail emergencies as required and provides guidance to participating corrections and health staff.
 
Participates in Continuous Quality Improvement (CQI) program by determining necessary projects with the Jail Health Program Quality Assurance board, assigning specific studies to staff, compiling statistics, and reviewing documentation and incidents.
 
Chairs Quarterly Quality Assurance meetings.  Assures development of agendas, minutes, handouts, and follows through with recommendations from that group.
 
Lead for NCCHC survey process, including implementing plans of correction and policy changes as necessary.
 
Reviews and revises JHP protocols, policies, and procedures in collaboration with JHP Nursing Supervisor, JHP staff, medical providers, and corrections staff.
 
Promotes and facilitates educational offerings and in service training to JHP and corrections staff in collaboration with the Jail Commander.
 
Responsible for the development and update of required policies, protocols, and procedures.
 
Assures compliance with HIPAA and maintains employee and inmate confidentiality.
 
Implements and ensures the maintenance of perpetual inventories of health services department supplies. Approves all purchases for the health services department.

Ensures that inmate grievances are answered for the health services department in accordance Corrections Department policies, procedures, and best practices.

Reviews and Approves invoices and claims for payment ensuring charges are appropriate.
 
Participates in weekly leadership team meetings, trainings and other agency events.
 
Performs other duties of a similar nature or level as assigned.

Qualifications

Training and Experience: 
Bachelor's degree or higher in health care administration, or other related field required. Minimum of five years of healthcare management work experience in the healthcare field or two years correctional health care administration; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. 

Experience in a correctional health care setting is preferred.

Licensing Requirements:
Valid driver's license required
Access to reliable transportation and willingness to travel between jail sites

Certified Correctional Health Professional (CCHP) certification is desired.
Pass a required Criminal Records Background Check upon hire and annually thereafter.
Obtain security clearance through Corrections Department upon hire.
 
Knowledge, Skills, and Abilities:
Computer literate with proficiency in MS Office Suite, especially Word, Outlook and Excel.
Excellent verbal and written communication skills; professional and effective interpersonal communication skills.
Knowledge of legislation, regulation, and mandated policies and procedures related to Jail Health Program.
Knowledgeable of National Commission on Correctional Health Care (NCCHC) nursing and medical practices, policies, procedures, as well as legal regulations and guidelines.
Ability to plan, organize, prioritize, and coordinate work assignments and projects.
Ability to supervise, direct, motivate, and train others.
Ability to model a positive and empowered problem-solving approach.
Ability to promote a climate of respect, open communication, and trust among health and corrections staff.
Ability to work independently, with good judgment and a minimum of supervision.

Supplemental Information


Physical Requirements:
Work is performed in an office as well as in a jail clinic environment.  Employee will be able to work within confined, locked areas.  Physical requirements include the ability to sit for up to three (3) hours continuously; frequent stand/walking, bending, squatting and reaching while on concrete floors.

Positions in this class typically require: balancing, reaching, standing, walking, fingering, grasping, talking, hearing, seeing and repetitive motions.

Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Potential hazards include working with emotionally unstable, non-compliant or aggressive inmates, exposure to contagious diseases, and exposure to repetitive stresses due to prolonged use of computers.
