The purpose of this position is to plan, organize and manage the day-to-day operations of the recruitment function, classification and compensation, benefits and human resource information systems.  Serve as the employment manager for the City; administer comprehensive recruitment, outreach, testing and selection processes to attract a qualified and diverse applicant pool; develop, schedule, organize, direct, evaluate and monitor the City's recruitment programs including civil service. Supervise assigned staff; assist the Director in personnel policy development, analytics, and budget planning, development and implementation. 
 
Selects, plans, prioritizes, assigns, supervise and review the work of staff; coordinate staff training; write performance appraisals; recommend and implement discipline. Responsible for the worker as well as the work.
 
Position Status:  This is a full-time, regular, non-union, exempt position. 
 
Work Schedule: The schedule for this position is M-F, 8am to 5pm.

Functions

  • Plan, organize and direct comprehensive recruitment, selection and outreach programs including overseeing the civil service process; develop and implement programs, plans, policies and procedures for recruitment, testing, and selection. Develop a comprehensive workforce plan to include succession planning, talent management, and onboarding. Support and strengthen diversity, equity and inclusion in acquisition and retention of new talent.
  • Monitor performance metrics on recruitment activities, applicant flow, interviews, hires, transfers, promotions, time to fill, quality of hire, and terminations. Collect, prepare, and analyze statistical data in order to produce meaningful and actionable recommendations. Responsible for compliance with legal required reporting as well as reporting on progress toward organizational goals and departmental performance metrics. 
  • Supervise assigned staff in accordance with policies, procedures, and applicable laws.  Interview, hire, train, and assign and evaluate work; appraise performance and reward and discipline employees; address complaints and resolve problems; recommend promotion and disciplinary actions; recommend terminations as appropriate; approve and schedule time off.
  • Assist the Director in developing strategic plans, goals, missions, and objectives for the department. Consult with the Director on short and long-range budget planning and staff projections. In the absence of the Director, serves in an acting role.
  • Conduct research and draft human resources policies, procedures, programs and systems for administrative review; ensure legal compliance with Federal and State labor laws.  Design and conduct special projects and studies or take a lead role in organizing organization-wide initiatives.
  • Provide program management for classification and compensation, all benefits, leave administration, and human resource information systems, to include required reporting requirements, as well as vendor agreements/relationships.
  • Provide consulting and facilitation services to employees and management; conduct research, prepare reports, make presentations, and coordinate requests with other city departments.
  • Review and streamline city-wide personnel transactions for conformance with City rules, procedures, ethics, union contracts and proper personnel administration.
  • Develop and maintain cooperative working relationships with educational institutions, employment agencies, placement firms, and other applicant sources as well as develop and manage innovative outreach programs; attend job fairs; coordinate related advertisements and media releases.      
  • Lead in the ongoing implementation and maintenance of an integrated automated recruitment and applicant tracking system; develop and implement online recruiting strategies. Leverage a variety of recruitment channels such as social media and sites related to candidate experience and employer branding.
  • Perform related duties and responsibilities as assigned.

Minimum Qualifications

Education and Experience

  • Equivalent to a Bachelor's Degree in with major course work in human resources, public administration, or a closely related field.
  • Five (5) years  of increasingly responsible human resource management experience including recruitment and selection, benefits administration, policy development, budget preparation, training, performance management and employee relations, including at least four years of which were in a supervisory or management capacity.
  • Experience in a multi-union, public sector environment is highly desirable.
Equivalent combinations of education and experience may be considered.
Computer Skills
  • Experience with database software and automated HR/Payroll systems are desirable, preferably Workday
  • Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint.
Required Licenses and/or Certifications
  • Human Resources certification (e.g. IPMA-CP, IPMA-SCP, SHRM-CP, SHRM-SCP, PHR, SPHR, CBP, CEBS or NPELRA CLRP) is desirable
Knowledge
  • Operational characteristics, services and activities of human resources management
  • Principles and practices of human resources administration including strategic business planning, performance management, benefits administration, organizational development, budgeting and financial analysis, human resource information systems, labor relations, and project management
  • Principles and practices of supervision, training, and performance evaluations
  • Principals and techniques related to employee and labor relations
  • Collective bargaining laws, procedures and practices
  • Pertinent federal, state and local laws and ordinances, regulations; including court decisions and legal interpretation concerning human resources issues
  • Techniques and methods for effective training of human resources fundamentals
  • Modern office procedures, methods and computer equipment
  • Use of personal computers and basic software
