Description

Under general supervision, Corrections Services Officers (CSO), perform progressively complex correction services duties associated with the custodial care of juveniles; supervision and guidance of persons detained in a facility or placed under close supervision following commitment. Additional duties may include, but are not limited to, oral/written communications, force and self-defense, first aid, and custody operations.

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive.  This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required by the classification.

EDUCATIONAL/BILINGUAL INCENTIVES:  Possible educational incentive of 2.5%, 3.5%, or 5% based on completion of Associate's, Bachelor's, or Master's degree. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

AGENCY/DEPARTMENT: Ventura County Probation Agency

Corrections Services Officer I is represented by the Ventura County Professional Peace Officers Association (VCPPOA) and is eligible for overtime compensation.

NOTE: This classification is within a bargaining unit subject to an agency shop arrangement which mandates a Regular employee to either join VCPPOA and pay dues as a member OR either pay a service fee to VCPPOA or direct that an amount equivalent to the service fee be distributed to a qualified charitable organization. 

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies within the Ventura County Probation Agency.  There are currently eight  (8)  vacancies.

TENTATIVE SCHEDULE
OPENING DATE:  June 1, 2018
CLOSING DATE: Continuous and may close at any time depending upon when a sufficient number of qualified applications is received to meet business needs.

Examples Of Duties

CSOs work at a 24-hour facility supervising juvenile detainees. Duties include, but are not limited to, the following:

  • Supervise the conduct and behavior of persons in custody.
  • Plan, organize, and direct inmate activities.
  • Maintain effective safety and security procedures within the facility at all times.
  • Enforce facility rules, regulations and policies.
  • Work effectively and take appropriate actions in emergency or crisis situations.
  • Restrain and/or subdue hostile and/or violent detainees and de-escalate violent behavior, which may involve the use of verbal skills, pepper spray, physical force, take downs, and/or the use of restraints.
  • Search for weapons and other contraband articles.
  • Prepare observation reports and case plans on detainee attitude, behavior, appearance, interests, skills, progress, and needs.
  • Be a positive role model and authority figure.
  • Conduct strip or pat searches and collect specimens when required.
  • Transport detainees.
  • Maintain required computer records and reports.
  • Administer basic first aid when required.
  • Supervise consumption of medication as directed by professional medical personnel.
  • Perform other duties as required.
  • Participate in and successfully complete all officer safety training classes.  Maintain proficiency in Agency approved tactics such as control/restraint methods, the use of Oleoresin Capsicum (OC) pepper spray, mechanical restraints, and blocking and defensive striking techniques.
Supplemental Information:
Work typically is performed either in the field, correctional facilities, or an office environment.  Incumbents may encounter hostile reactions from others in the course of performing the job and may be required to restrain rebellious and violent individuals.  Incumbents are required to work overtime and rotating shifts (including nights, weekends, and holidays) and flexible schedules to accommodate training and other special needs of the Agency.  As dictated by operational needs, staff will be reassigned to other schedules, facilities, and programs, regardless of their initial and/or desired assignments.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
 
In addition to all the foregoing, no specific experience or training beyond that set forth immediately below is required; however, applicants must demonstrate an aptitude and willingness to perform those duties set forth in the section entitled "Examples of Duties" above.  Completion of the PC832 (Arrest, Search and Seizure) training, First Aid and CPR training are desirable qualifications.  Possession of a valid California Class C driver license is required at time of hire.  Obtaining and maintaining such a license is a condition of continued employment.

EDUCATION: High School graduate or possession of a General Education Development (GED) certificate.

NECESSARY SPECIAL REQUIREMENTS: All levels of the CSO classification series are "Peace Officers" pursuant to both the Penal and Government Codes of the State of California and applicants must therefore:
  • Be at least 18 years of age;
  • Have either earned a high school diploma or passed the General Education Development (GED) Test indicating attainment of the equivalent of a high school education;
  • Possess at time of hire and thereafter maintain a valid, California driver license;
  • NOT be a convicted felon; and
  • Be a U.S. citizen or a permanent resident alien who has applied for citizenship. NOTE: If hired, a permanent resident must provide proof of his/her application status with the United States Department of Homeland Security, U.S. Citizenship, and Immigration Services (USCIS). Failure to cooperate with the USCIS to maintain required status, or being denied citizenship will result in dismissal from employment.

Completion of the PC832 (Arrest, Search and Seizure) training, First Aid, and CPR training.
 
ADDITIONAL SELECTION & EMPLOYMENT INFORMATION:
Physical and Psychological Requirements - Prior to final appointment, applicants must submit to physical and psychological examinations provided by the County to determine their ability to meet Peace Officer standards. The physical examination will determine whether the applicant has the dexterity, strength, endurance and physical ability to restrain assaultive, combative, or violent offenders. The psychological examination will include the administration of psychological tests, an assessment of psychological factors, and an interview with a County-designated psychologist.

Weight and Body Fat - Applicants who exceed the maximum weight allowed for gender and height will fail unless their body fat is within standard, <20% for males, and <30% for females.

Hearing Loss - Safety officers must have no greater than 25-decibel loss in the better ear as averaged between the frequencies of 500, 1000, 2000, and 3000 Hz.  There may not be a greater than 35 decibel loss in the worst ear as averaged over the frequencies 500, 1000, 2000, and 3000 Hz.  There may not be in either ear a peak of greater than:  30 decibels at 500 Hz, 30 decibels at 1000 Hz, 40 decibels at 2000 Hz, or 40 decibels at 3000 Hz.

Background Investigation - applicants must be of good moral character, as determined by a thorough background investigation which involves contacting references and fingerprinting for search and disclosure of a criminal record. As part of this investigation, applicants may be subject to a polygraph examination and/or a voice stress analysis.

License - Must possess and maintain a valid, Class C, California driver license.

Training - CSO I's are required to successfully complete all required State-mandated training (175+ hours) during the first year of employment, a portion of which will include physical conditioning to meet the physical standards, and 24-40 hours of approved training each year thereafter. In addition, CSO I's are required to participate in and successfully complete all officer safety training classes and maintain proficiency in Agency approved tactics such as control/restraint methods, the use of Oleoresin Capsicum (OC) pepper spray, mechanical restraints, and blocking and defensive striking techniques.
 
Probationary Period - Individuals appointed to the position of CSO I are required to serve at least a one (1) year probationary period subject to satisfactory performance and successful completion of all mandatory training.

SUPPLEMENTAL QUESTIONNAIRE - qualifying: All applicants are required to complete and submit this questionnaire for this examination AT THE TIME OF FILING. The supplemental questionnaire is considered part of the application and may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position.

APPLICATION EVALUATION - qualifying: All applications and supplemental questionnaires will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.

PRACTICAL (PHYSICAL AGILITY) EXAMINATION - Pass/Fail:  A job related physical agility examination will be administered.  The physical agility examination may include, but is not limited to, the following events:  75 yard run in 18 seconds maximum, 165 pound manikin drag for 20 feet within 30 seconds, and a weighted agility run through a 150 foot zigzag course of three (3) sharp turns, pick up a 20-lb. fire extinguisher at the 75 foot mark, and carry it back through the course in 30 seconds maximum.  Only those candidates who take and pass the physical agility exam will be invited to the written exam. 

WRITTEN EXAMINATION - 100%: A job related, written examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which have been determined to be essential for successful performance of the job. Candidates must earn a score of 70% or higher to qualify for placement on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

BACKGROUND INVESTIGATION: After successful completion of the examination process, certified candidates will undergo a thorough background investigation that will include, but not necessarily be limited to, contacting personal, educational and business references, and Livescan fingerprinting for a criminal records check. Additionally, certified candidates will undergo a polygraph, psychological, and medical examination. Those entering the background process are required to provide a current (issued within the past 30 days) Department of Motor Vehicles printout (H6) to the Background Investigator.

CONDITIONAL OFFER OF EMPLOYMENT: Certified candidates may receive a conditional offer of employment pending successful completion of physical and psychological examinations.

EMPLOYEE HEALTH SERVICES CLINIC: Available to you for treatment of minor illness or injury.
 
PAID VACATION: 14 days earned per year, increasing in increments to 24 days per year after 15 years of service. You may accumulate up to 400 hours, increasing to 440 hours at 10 years of service. You may redeem a portion of the accrual annually, after 10 years of service. You will be paid the value of your accrued credits upon retirement or termination. Earned vacation hours are pro-rated for part-time employees.
 
PAID SICK LEAVE: 80.08 hours earned per year. You may accrue up to 800 hours and will be reimbursed annually for 25% of the number of hours over the maximum. A cash payment of 100% of unused hours will be made if you retire or terminate with more than 10 years of service. Earned sick leave hours are pro-rated for permanent part-time employees.
 
MILEAGE REIMBURSEMENT: You receive mileage reimbursement at the standard rate established by the Internal Revenue Service for each mile driven on County business.
 
9 PAID HOLIDAYS: New Year's Day, Martin Luther King Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Christmas Day, and one floating holiday. Holiday time is pro-rated for permanent part-time employees.
 
TEXTBOOK AND TUITION: When courses have been satisfactorily completed, the County will reimburse you to a maximum of $700 ($1,000 for upper division and graduate courses) per fiscal year for tuition and books for off-duty, job-related courses, up to an annual maximum per employee. This benefit is prorated for permanent part-time employees.
 
EDUCATIONAL INCENTIVE: The County may provide up to a 5% incentive pay for educational attainment if not specifically required by your job. You may only receive one form of incentive pay or premium pay and will receive that which provides the greatest incentive.
 
UNIFORM ALLOWANCE: Employees who are required to wear uniforms as a condition of employment receive an annual uniform allowance, subject to some limitations.
 
DEFERRED COMPENSATION PROGRAM: You may elect to contribute to one or both of the County's deferred compensation plans (established under Internal Revenue Code Sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 2.5% of your salary, on a pay period basis. You must be regularly scheduled to work 40 hours or more each pay period to participate in the 401(k) plan. These plans enable you to build long-term savings while deferring current federal and state income taxes. In addition to pre-tax contributions, you are also able to make after-tax contributions through the Roth option available in the 457 plan.
 
RETIREMENT/SOCIAL SECURITY: Both the County and you contribute to the County's Retirement Plan and Social Security. The County picks up part of your retirement and Social Security contribution. Benefits vest after 5 years. Compensation for retirement purposes includes all cash compensation excluding overtime, plus Flexible Benefits contribution and retirement contribution pick up. Employees hired to work less than 64 hours biweekly participate in a Safe Harbor retirement plan in lieu of VCERA and Social Security.
 
OPTIONAL WAGE SUPPLEMENT PLAN: You may purchase short-term disability coverage in weekly benefit amounts of $45 or $80. You must be regularly scheduled to work 40 hours or more each pay period to participate, and must enroll within 90 days of employment. period.
 
OPTIONAL GROUP LIFE INSURANCE: If you are a regular County employee with a regular work schedule of at least 40 hours per pay period you may purchase term life insurance coverage for either $10,000 or one times your annual base salary, without evidence of insurability, if you enroll within your first 90 days of eligibility. You may also be eligible to purchase term life insurance at group rates for two or three times your annual salary, subject to evidence of insurability. Dependents life insurance is also available for employees who purchase optional life insurance coverage.
 
DEATH BENEFIT: Your department will provide a $1,000 death benefit payable to your designated beneficiary in the event of your death if you are enrolled in the Flexible Benefits Program.
 
OTHER BENEFITS: The County also offers an Employee Assistance Program, a Wellness Program, and a Work and Family Program which includes child care and elder care referrals.
