Class Description

This is a Non-Civil Service Position

The Mayor's Office of Communication is seeking a savvy, astute, and accomplished Digital Engagement Manager who is passionate about Public Service and the opportunity to assist the this office with producing, curating and posting high quality, high volume written and video content for the Mayor's Office and internal stakeholders across City agencies. and departments, as well as related organizations which have the mission of promoting Baltimore and highlighting its competitive assets. 

The ideal candidate is a self-starter that is also a skilled and strategic thinker who is obsessed with social media insights, can run ad campaigns and has a passion for producing video content and writing copy of all shapes and sizes based on the nuances of each platform, from tweets and captions to editorial articles optimized for LinkedIn - you can capture a brand's voice and translate it to effective, engaging copy. 

The successful candidate will also understand the inter-connectedness of communications and is adept at using multiple channels and innovative approaches to engage key stakeholders in order to provide information and essential context in real-time as circumstances require.  Reporting to the Director of Public Affairs and Executive Leadership Team, the Digital Engagement Manager will closely collaborate with Agency teams and Chief Information Officers (CIOs).

Requirements:

  • Manages and develop content for the Mayor's Office and City Hall's social media channels including but not limited to Facebook, LinkedIn, IG, Twitter, and other relevant platforms;
  • Manage and optimize ad campaigns through various social media channels
  • Know the social platform nuances intimately, coupled by the Mayor's community based messaging;
  • Ability to brainstorm and strategize social media initiatives based on the Mayor's priorities, initiatives and programs;
  • Package and manage editorial and content calendars for multiple initiatives across multiple platforms - from internal to external stakeholders;  
  • Community management: responding to relevant comments/replies, and mentions across all social platforms to help promote audience interaction
  • Write copy for all content calendars - from social posts to email blasts, video content, newsletter and podcast, introductions to long form articles
  • Leverages existing brand assets to develop micro-content in real time + mobile phone level capture for any NEW concepts needed based on the idea
  • Publish all content on behalf of the Mayor's Office, keeping a close eye to optimize tags, messaging, captions and more
  • Analytics and Measurement: Daily/weekly insights will be provided to the Communication team based on social monitoring data for real time CM'ing and position
  • Help set priorities with cross function teams on key milestones, content distributions strategies and KPI indicators;
  • Ensures that messaging is aligned with the Mayor's office objectives and strategic plan; 
  • Set tone and voice to bring forth positive interaction across all platforms;
  • Interface with multi-media teams across various agencies to further set positive tone messaging.
 Plus:
  • SEO/SEM campaign experience/Google Adwords and Analytics certified
  • Hootsuite experience/certifications
  • Meltwater experience

Minimum Qualifications

Bachelor's degree in Business Administration, Public Administration, Management, or related field from an accredited college or university and (2) years of experience in professional-level administrative, operations, and/or technical work.  Experience as a lead is also preferred.

Equivalencies

An equivalent combination of education and experience will be considered.  One year of experience will be considered for (1) year of the (4) years of required education .
