Current vacancy with the Information & Communications Technology Department in Visalia. This recruitment will establish an employment list to fill current and future vacancies.  The anticipated life of the list is six months.

Salary Information:
Level I:  $3,742 - $4,560 Monthly
Level II: $4,361 - $5,315 Monthly
*Positon to receive a 2% Cost-of-Living salary increase effective 7/8/18.


 

Typical Duties

Coordinates and facilitates client meetings, in person or via conference call, and prepares materials, agendas, minutes (including action items) and presentations. Researches availability of grant and/or special funding for projects; analyzes funding source requirements and department needs. Firmly grasps concepts and assists with documentation of client business processes related to funding. Makes recommendations to utilize IT technology to improve client department business processes within scope of purchases related to funding. Assists client in identifying funding sources including; private, Federal or State grants. Collaborates and acts as liaison with client, continuously refining relationship. Prepares quarterly reports on purchases for tracking funding source disbursements. Assists with development of IT budget as related to client purchases with specified funding. Liaison with client, IT and client's third party vendors. Assists/coordinates communication between departments. Leads change management discussions with client; recommend implementation best practices using IT products and services within parameters of funding sources. Assists with overall strategic, capacity planning and business continuity regarding client IT needs. Assists with providing product and vendor quotes. Assists with the development of specifications, process models, written procedures, and charts to support department purchases with specified funding. Analyzes alignment of purchase proposals to County objectives and strategies. Prepares memoranda and status reports as necessary. Attends client finance/funding specific conferences and user group meetings as a representative of County of Tulare. Performs related duties as assigned.  

Employment Standards

MINIMUM QUALIFICATIONS
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.

Education/Experience:  A typical way to obtain the knowledge, skills and abilities would be equivalent to completion of a Bachelor's Degree in Business Administration, Public Administration, Management Information Systems, or related college degree.  In lieu of degree, four years of work experience in a computer related field. AND Level I: One (1) year of progressively responsible experience in local government, fiscal project administrative support, business analysis and documentation activities and work experience on cross-functional teams.  Level II: Three (3) years of progressively responsible experience in local government, fiscal project administrative support, business analysis and documentation activities, work experience on cross-functional teams and at least one year of Advanced Planning Document preparation, execution and tracking experience.
 
Knowledge of: Current business and technical processes of government sourcing and funding. Business analysis activities including; enterprise analysis, requirements planning & management, elicitation, communications and solution assessment & validation. Accounting principles sufficient to develop budgets, examine and analyze expenses and  fiscal documents, and to review and develop audit trails. Terminology or nomenclature relevant to today's computer industry. Current computer equipment and software and its use. Advanced Planning Document (APD) requirements and business process flow for social service programs.
 
Skill/Ability to: Read, interpret and apply complex, fiscal regulations, contracts; prepare clear, concise reports and correspondence using correct grammar, punctuation and spelling. Successfully manage multiple concurrent assignments. Work effectively in a team or independently with minimal supervision. Demonstrate sound task management skills and analytical ability. Maintain cooperative working relationships with co-workers, various agencies and departments. Compile and analyze information, prepare appropriate alternatives and recommendations. Effectively prioritize and execute tasks while under pressure; complete assignments within established time frames. Demonstrate organizational strengths and attention to detail. Successfully demonstrate strong written and verbal communication skills. Develop and deliver presentations. Provide a positive and supportive customer service attitude, with both internal and external clients required.
 
DESIRABLE EMPLOYEMENT STANDARDS
Knowledge of: Applicable state and federal statutes and regulations, and local ordinances, policies, and rules related to the County; governmental budget process sufficient to prepare and monitor departmental purchases; business development strategies and practices; project management principles and practices; Title IV programs (i.e. CalWORKs, CalFresh, Medi-Cal, Child Welfare Services, Adult Protective Services).

Conditions of Employment        
Candidates selected will be required to pass a pre-employment drug and alcohol screening.  Additionally, a background investigation may also be conducted. Some job classes may also require a physical exam.
