Description
Under the direction of the Collector/Treasurer and the Director of Public Works, oversee water and sewer billing and coordinate staff activities related to these functions, including fire service line bills; provide customer service; balance water and sewer accounts. Note to applicants: Going forward this position is slated to be part of the Centralized Services Department.
Responsibilities
Develop and implement water and sewer billing processes:
- Compute and generate special complex bills.
- Calculate and generateabatements and refunds. Balance and report monthly.
- Post activity to water accounts.
- Compile and compute monthly trial balance.
- Balance and generate bills according to established schedule.
- Monitor and process demand bills; process problem accounts.
- Maintain and post name and address changes.
- Generate and mail out of town water bills.
- Review accounts scheduled for liens.
Collect and post Fire service payments, maintain billing changes and records.
Open mail returned for water-related and fire service line payments not processed by lock box.
Balance water receivables daily. Maintain separate accounts for services.
Maintain name and address changes and new account information.
Issue boat plates and parking stickers.
Schedule special water readings.
Perform related duties as required.Qualifications
Skills, Knowledge and Abilities
Proficiency in MS Office; knowledge of Continental Utility Solutions (CUSI), MUNIS and QuickBooks preferred
Knowledge of standard office procedures, practices, forms and equipment; dexterity and accuracy in operating adding machines and computers.
Knowledge of and familiarity with basic bookkeeping principles, procedures, records and forms; ability to use automated accounting modules and mainframe batch program. Knowledge of billing cycles and procedures.
Ability to prepare routine correspondence and reports utilizing computerized office applications including but not limited to: MS Office applications, MUNIS and CUSI.
Ability to understand, learn, interpret and explain policies and procedures, and to apply such guidelines appropriately to different situations.
Ability to learn and operate computer systems.
Ability to interact effectively and pleasantly with a wide variety of individuals including customers, co-workers, outside professionals and members of the public.
Ability to understand, select and perform basic mathematical calculations, efficiently and accurately.
Ability to perform multiple tasks and deal effectively with interruptions.
Ability to perform detailed work accurately and with dispatch.
Education and Experience
Duties require two years of secretarial or business school with knowledge of office administration, secretarial practices, financial record keeping and automated office systems and procedures; 3 years of related experience; or any equivalent combination of education and experience.
