Job Summary
NATURE OF WORK
Under general supervision, performs work of considerable difficulty, providing technical assistance to development permit applicants in a lead worker capacity; trains, assigns and supervises work of lower level permitting staff; this position has department specific responsibility.Example of Work
- (Illustrative Only) Reviews applications for code requirements at Tier I and II levels, and some Tier III levels under the supervision of the Customer Service Manager; issues permits at the permit counter; assists in the maintenance and updating of the County model codes and regulations which relate to the One-Stop Shop, permitting, and enforcement processes; trains new permitting staff; provides guidance and daily oversight of assignment; assists in resolving problems of a routine nature; participates in the interview and selection process for hiring new staff; advises applicants in completing application forms for development permits; examines documents such as blueprints, drawings change orders and specifications to verify completeness and accuracy of data; confers with document originators and engineering liaison personnel to resolve discrepancies, and compiles required changes to documents; performs and reviews moderately difficult mathematical calculations; explains the requirements of building and related codes; zoning, encroachment, flood control and other county ordinances to owners, contractors, and the general public; assists customers in resolving the more complex problems surrounding the issuance of development permits; receives, investigates, evaluates and resolves complaints regarding processes, procedures and time lines; reviews applications and issues permits as authorized; maintains files and records, and prepares reports as required; regular and reliable attendance is required; performs other duties as assigned.
Experience and Education
- High School Diploma or GED equivalent; AND five (5) years of experience as a Permits Technician OR an equivalent combination of education and experience and two (2) years of supervisory experience; must possess an ICC Permits Technician Certification, and must possess and maintain a valid driver's license; requires successful completion of a background check.
This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer. Knowledge, Skills and Abilities
- Knowledge of: County policies and procedures; Yuma County Comprehensive Building Code, zoning regulations, and related state and local regulations; methods and practices of building construction; Yuma County Road Functional Classification System; Yuma County Public Works Standards Volume I, II, III; environmental health specifications; office computer hardware and software applications; customer service methods and techniques.
Skill in: Providing effective customer service, including problem solving and conflict resolution; training and supervising technical and clerical support staff; conducting extensive research using computerized databases; reading and interpreting a variety of plans and specifications relevant to permit consideration; performing complex engineering calculations; establishing effective working relationships with employees, other agencies, and the public; following written and verbal instructions; communicating effectively verbally and in writing; performing mathematical calculations and computations; reviewing, training, and approving work of staff.
Ability to: Communicate effectively verbally and in writing; maintain effective working relationships with co-workers and the public; follow written and verbal instructions; assigning and leading the work of others; planning and organizing work; lift 25 pounds, bend, stoop, kneel, stand and walk.
