Description/Duties
There are currently two vacancies to be filled from this recruitment. One vacancy will focus primarily on Application Development, and the other vacancy will focus primarily on Application Support, with some Development responsibilities as well.
An Information Technology (IT) Engineer II is responsible for independently providing primary and secondary skilled technical services in support of installation, configuration, testing, integration, and ongoing support for City infrastructure requiring an in-depth knowledge of the City's platforms and environment in support of meeting availability and performance goals, and may provide leadership for multiple medium- to large-scale projects concurrently. This class is responsible for one or more assigned technology areas and for meeting service expectations and customer commitments in those areas. The position is responsible for positively and actively participating in team training and demonstrating team skills learned by applying and reinforcing team principles in daily work with functional teams. Employees in this class are required to participate in team on-call support 24 hours a day, 7 days a week. This class also performs related duties as required and is FLSA exempt-computer professional.
Application Support and Development Assignments: These assignments are responsible for application support and application development for municipal government business operations. The assignments support the implementation and/or development of business solutions; this may include support of vendor-purchased applications solutions, in-house development and/or support of web applications, APIs, interfaces, and mobile applications. Duties include: performing diagnostics and troubleshooting in support of designated applications; creating test scripts and performing quality assurance reviews to reduce defects; and performing business analyst responsibilities for the business solutions area by assisting the customer in new project definition, vendor evaluation, identifying and documenting business process requirements. The IT Engineer II is expected to have a comprehensive understanding of the technologies supported and actively shares this expertise with others.
About the Ideal Candidate for Application Support and Development: The ideal candidate will have strong familiarity and experience in the following tools and technologies:- IT Service Management: Knowledge of IT service management and business processes, experience in configuration and management of ITSM platforms (example: ServiceNow, Cherwell), familiarity with ITIL Framework and supporting processes
- Database Technologies: Microsoft SQL Server, SQL Stored Procedures, Normalized Database Design
- Reporting Tools: SQL Server Reporting Services (SSRS), Crystal Reports
- Microsoft .Net Tools: Visual Studio, C#, ASP.Net MVC 5, ASP.Net Web Forms, ASP.Net Web API, Entity Framework, Telerik Controls, IIS, Visual Studio Team Services/Team Foundation Server
- Web Technologies: JavaScript, jQuery, HTML (5), CSS (3), Bootstrap, XML, JSON
- Modern Application Development Patterns: Repository Pattern, Unit of Work, Dependency Injection, Responsive Web Design, Unit Testing
Additionally, a solid understanding of the application development life cycle and related skillsets such as documenting and analyzing user requirements, prioritizing features and setting expectations throughout an agile process is a plus. The candidate should be proficient in written and verbal communication, customer service, teamwork and collaboration in order to meet the strategic and technical goals of the team.

Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Computer Science or a related field.
