Manager, Rail Transportation & Streetcar

About this Role: 
Manage daily activities for rail operations facilities, light rail transportation service delivery, rail operator workforce performance accountability, and employee management.  Perform TriMet management activities for TriMet's employees assigned to the Streetcar department, including but not limited to performance accountability to TriMet policies and procedures, and application of the TriMet - ATU Working & Wage Agreement.  Work collaboratively with the City of Portland's Streetcar operations and maintenance managers and supervisors, as on-site liaison for project management of the TriMet - City of Portland Streetcar Operating Agreement.  
 

• Manage daily activities of the Rail Transportation department based at the Elmonica operations facility, for light rail service delivery, rail operator workforce performance accountability and employee management, and light rail emergency situations including winter weather, major events, and service disruptions.
• Manage both TriMet Rail Transportation department and Streetcar department employees for performance accountability to and consistent application of TriMet Human Resources policies and procedures, including workplace conduct, attendance, and leave administration.  Manage Streetcar department employees for performance accountability also to enumerated Portland Streetcar policies, rules and operating procedures.   
• Ensure consistent application of the TriMet - ATU Working & Wage Agreement for Rail Transportation department employees.  Ensure consistent application of the Portland Streetcar Supplemental Working & Wage Agreement for Streetcar department employees.
• Provide leadership to the TriMet operational team responsible for the delivery of light rail service.  Provide leadership to the City of Portland's operational team responsible for the delivery of Streetcar service.  Demonstrate leadership that delivers business results and emphasizes an attitude of teamwork, excellent customer service, effective communication and a productive work environment.
• Serve as on-site liaison between the City of Portland's managers of Streetcar operations and maintenance, and TriMet transportation, maintenance, and human resources managers, for project management of the TriMet - City of Portland Streetcar Operating Agreement, including transfers of TriMet employees to and from Portland Streetcar, and filling openings in TriMet employee staffing at Portland Streetcar.
• Develop and nurture a work environment that is inclusive and respectful.  Model and hold TriMet employees accountable for the special needs of customers, including those from culturally diverse backgrounds, the elderly, persons with disabilities, or other vulnerable populations. 

Minimum Qualifications: 

• Bachelor's degree in Business Administration, Management, Logistics, Communications, Transportation, or a related field.
• A minimum of 10 years total credited experience.  Progressively responsible role in a transportation, transit or service related industry that includes managing union employees in a twenty-four hour, seven day a week operation, five of which must have been at managerial level.
• Experience managing in a combined union and non-union organization required.

Salary Range:
Minimum: $81,816.00
Midpoint: $102,270.00
Maximum: $122,724.00
