Position Information
Are you an experienced Employee Relations Specialist? Arlington County is looking to fill a key senior level position in the Human Resources Department's Employee/Management Relations Unit. The successful candidate will bring a thorough knowledge of federal employment laws, experience working with a formal discipline/grievance process in a public sector/local government organization, and experience providing human resources and employee relations guidance on a variety of complex and sensitive issues to senior leadership and staff.
The Employee/Management Relations Unit serves a workforce of over 3500 employees, develops, maintains, and administers policies and regulations for employee performance, discipline, grievances, medical fitness for duty, and more. The employees in this Unit provide interpretation of the County's personnel rules, policies, and federal employment laws and collaborate with senior leadership on complex and controversial Human Resources issues, developing strategies and proposals that may require adoption of guidelines where no clear precedent exists.

Working as part of a team, specific duties of the position include:- Identifies, intervenes, investigates, and facilitates solutions to a variety of employee relations problems;
- Advises managers, other human resources staff, employees, advisory groups, and employee organizations on employee relations matters;
- Prepares disciplinary and adverse actions, grievances, appeal letters, and the documents to execute these actions;
- Drafts, reviews, and edits a variety of employee relations documents and correspondence;
- Works collaboratively with the County Attorney's Office on sensitive, complex issues and during the discipline/grievance process;
- Designs and delivers training materials for employee relations training county-wide in the areas of performance management, discipline, and labor relations;
- Develops systems and documents including checklists, reference guides, and sample letters for common employee relations issues; and
- Works on a variety of issues or projects tangentially related to employee relations in the work environment.
Selection Criteria
Minimum: Bachelor's degree in Human Resources, Industrial Psychology, Public Administration, or a related field PLUS significant experience in human resources management which includes advising and counseling managers and employees on employee relations issues, administering discipline and grievance processes, and researching and developing personnel policies. Experience must have included working with federal employment and labor laws including ADA, ADEA, Title VII, FMLA, and/or FLSA.
Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis. A Master's degree in a closely related field may substitute for up to one year of experience.
Desirables: Preference may be given to applicants with one or more of the following:- Senior level experience working as an employee relations professional in a public sector/local government organization;
- Senior employee management relations experience in an environment with a formalized discipline/grievance process;
- Employee relations experience working with employees for a variety of occupational groups to include professionals, trades, public safety, administrative support;
- Legal background in employee relations; and/or
- Proficiency in the use of office technologies including Microsoft Office Suite, (Excel, Word, and PowerPoint) and HRIS Systems.

Additional Information
- Work hours: Normal work hours are 8:00 a.m. to 5:00 p.m. Monday through Friday. Some evening work (1 night per month) may be required to attend Civil Service Commission hearings.
This position is part of an alternative pay program that includes pay-for-performance. Entry salary within the band is negotiable dependent upon qualifications and experience.
