Description

The City of Norfolk's Department of Information Technology is seeking a Project Manager who will coordinate the scope, needs, and requirements for departmental projects with customers who may include citizens, civic leagues, outside agencies, other city departments, and other stakeholders.  Ensures that projects are completed on schedule, within budget, and to the highest degree of quality with the available resources.

 

Essential Functions

Department Hiring Salary Range: $60,149.00 - $66,163.90

Essential functions include but are not limited to:
  • Manages project coordination including requirements gathering, scopes of work, cost estimating, contract negotiations, contracts administration, budgets, and applicable reports;
  • Manages, monitors, and reviews contracts and contractors to ensure compliance with contractual obligations including administering change orders and estimates;
  • Works closely with various design and engineering consultants, developers, builders, public agencies, and contractors to ensure that technology standards are upheld and project schedules are met;
  • Prepares project status reports;
  • Visits project sites and holds regular project status meetings with technology department personnel and project stakeholders;
  • Regularly updates department and City management of project status, schedules of completion, project issues, and needed modifications;
  • Prepares and reviews project cost estimates and monitors project account funding;
  • Maintains a filing system containing all project plans, studies, documents, contracts, and related materials; and
  • Demonstrates continuous efforts to improve operations, decrease turnaround times, streamline work processes, and work cooperatively, and jointly to provide quality service.
The individual selected to fill this position will be expected to successfully plan, manage, execute, and control the following scopes of work (These tasks do not represent an all-inclusive list of projects.  Project and project types vary by year and approved budget):
  • City-wide VoIP Telephony Network
  • Network Infrastructure Changes
  • Wireless Networking Projects
  • Digital Signage Implementation
  • Audio/Visual Integration
  • Security Surveillance Camera Systems
  • Oversee the technology requirements for new construction and building renovation projects

Education/Experience

Work requires specialized knowledge in a professional or technical field.  Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
 
Five years' experience in a related field; or an equivalent combination of education and experience.

Preferred candidate will possess:
  • Eight to ten years of experience as a project manager.
  • Project Management Professional (PMP) Certification preferred but not required.
  • Six Sigma and Lean Certifications preferred but not required.

    If you are hired October 5, 2010 or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit.  This will be a pre-tax payroll deduction.
