Position Summary

Reporting to the Chief Policy Advisor and serving as a vital member of the Policy team, the Human Resources (HR) Policy and Compliance Manager directly assists the Chief Policy Advisor with developing, implementing, and managing key policies that impact the City's workforce.

Key Deliverables
The Human Resources Policy and Compliance Manager is responsible for managing the daily operations for the Policy team, ensuring consistent understanding, interpretation and application of City wide policies and procedures through dissemination and training. Develops, drafts, and proposes new policies, and revises existing policies based on applicable best practices and in accordance to City, State and Federal employment laws and regulations. Creates policy and compliance training and guidance materials, and facilitates various policy-related trainings. Directly handles complex and highly sensitive investigations and employee relation issues. 
 
Education and/or Experience:
  • Bachelor's degree in business administration, human resources, public administration or a related field and five years of professional experience in data compilation and analysis, policy development, and human resources and/or labor relations. Juris Doctor (JD) is preferred. PHR/SPHR required (or must be obtained within 12 months of employment commencement). Minimum 5 years of supervisory experience in a fast paced, highly diverse work environment.
Competencies:
  • Extensive knowledge of local, state, federal employment laws and regulations including the Equal Employment Opportunity (EEO) and Americans with Disabilities (ADA) laws, the Family and Medical Leave Act (FMLA) and wage and hour compliance.
  • Knowledge of the principles/practices of human resources management in a large diverse, unionized organization.
  • Skill in understanding and interpreting complex, technical and legal materials related to human resources management and Civil Service rules and policies.
  • Ability to provide policy-related consultation and guidance to senior leadership, employees and other key stakeholders.
  • Expertise in analyzing data, drawing conclusions and providing viable recommendations for ambiguous situations
  • Ability to plan, conduct, organize, and document comprehensive research projects and operation studies to develop and implement human resources systems.
  • Ability to effectively manage multiple competing priorities.
  • Strong written, oral and presentation skills and ability to communicate with professionals on varying levels.
  • Solid skill in negotiation and consensus building with diverse groups of people.
  • Ability to effectively evaluate other's work and provide constructive feedback.
