Position Summary

Provides technical expertise and coordination of services to enhance, modify, and maintain the Service Authority's Geographic Information System (GIS) ecosystem.  Provides system architecture design and development, data analysis, application development, system integration, and GIS support services. Performs GIS Program and Project planning, resolves technical issues, conducts research, and recommends innovations.  Independently determines tasks based on assigned goals and priorities.
 

Position Responsibilities / Essential Job Functions

  • Collaborate with stakeholders across the Service Authority, including Senior Management, in the development of GIS-related strategies, business and technical requirements, and priorities in support SA business needs.
  • Lead GIS project and program plan development using agile methodologies.
  • Serve as Project Manager and Technical Lead for GIS ecosystem administration, upgrades, installations, integration and enhancements.
  • Guide and influence GIS project team members, vendors and other SA stakeholders to accomplish established goals.
  • Apply technical GIS expertise in the design, development, implementation and sustainment of the GIS ecosystem.
  • Ensure GIS application outputs/results meet quality, availability and reliability expectations.
  • Troubleshoot issues and develop solutions as necessary.
  • Support the use of GIS applications by training end-users and provide support.
  • Maintain and apply knowledge of leading edge technologies, techniques, and approaches for delivery of best-in-class GIS solutions by participating in educational opportunities, reading professional publications, maintaining personal networks, participating in professional organizations.
  • Design, develop, and implement standards and procedures for administration of the GIS database.
  • Collaborate with and support the GIS database. .
  • Production lead in the development of tools and systems for GIS production support and quality management.
  • Track and analyze key performance indicators, prepare support reports and other correspondences.
  • May perform complex data analysis.
  • May be deemed essential at any time.
  • Performs other duties as assigned or required.

  • Strong program and project planning, systems, analysis, GIS administration, and application design, and programming skills.
  • Ability to work well within a team environment and collaborate with diverse stakeholder groups.
  • Extensive knowledge of Oracle relational database management systems (RDBMS), Oracle Spatial, ArcGIS Desktop, ArcGIS Server, ArcGIS Pro and ArcSDE.
  • Ability to use programming languages to support the efficient and sustainable development and maintenance of the GIS ecosystem including those needed to manage relational databases.
  • Knowledge of: GIS applications and GIS data production tools.
  • Ability to use data from multiple Systems of Record to perform spatial data analysis and reporting.
  • Knowledge of quality control and quality assurance functions, especially as they relate to the database environment; GIS spatial application development techniques; writing scripts such as SQL, PL/SQL and various object oriented programming languages; emerging information and GIS technologies.
  • Must be able to communicate well in English, both orally and in writing, have strong spelling and grammar usage; be able to give training and presentations to large diverse audiences.
  • Ability to apply emerging information and GIS technologies; develop and manage complex spatial projects to support GIS initiatives; work independently as well as in a team environment; work on multiple assignments concurrently; understand and follow oral and written instructions.
  • Prepare clear, concise documentation, reports and other written materials.
  • Ability to prepare and interpret specifications, contract documents and reports; exercise sound judgment and determine effective courses of action; plan, direct, coordinate and supervise the work of professional and sub-professional engineering personnel; operate computer equipment and software applications related to assignment.
  • Ability to supervise, train and evaluate performance of assigned personnel; interpret and explain policies and procedures
  • Bachelor's Degree in Geography, Computer Science, Engineering, or a related field and at least four years professional experience administering a GIS.
  • Or combination of education and experience as described above.
     
Preferred Skills and Experience:
  • Geographic Information System Professional (GISP) certification.
  • Project Management Professional (PMP) certification.
  • Excellent interpersonal, oral and written communication skills.
  • Two or more years of management experience including supervision and management of others at varying levels of responsibility.
