Description

The City of Norfolk is on the move with many changes to its downtown landscape. Norfolk is the business and cultural hub of the region, and has defined Transportation as a critical element for the continued future health, development and growth of the City. Through the leadership of the Mayor, City Manager and City Council, Norfolk plays a central role in defining, guiding and leading the transportation discussion in the Hampton Roads region.
 
An innovative, results-oriented transportation expert is needed to align the strategic objectives of City Council and the City Administration with national, regional and local transportation initiatives. The current context for transportation planning and implementation in Norfolk is both dynamic and changing which includes funding allocations and greater competition for available funds, implementation of a fixed guideway, light rail transit, and increased awareness of environmental and sustainability issues.

This position is unclassified and serves at the will of the City Manager.
City of Norfolk residency is required within six (6) months of appointment.

Essential Functions

The candidate must have excellent communication and organizational skills; the ability to develop and convey specific data analysis; have the aptitude to handle multi-faceted project coordination; ability to read, understand and prepare planning documents, contract specifications for development and construction; liaison and coordinate with legislators, state and federal agencies (VDOT, DRPT, FHWA, FTA) the Transportation Planning Organization, other communities, citizens and businesses, engineering consultants and lobbyists.
 
Various key assignments/tasks will include:
  • Monitoring, reviewing and commenting on significant transportation legislation and proposals at both federal and state levels.
  • Providing guidance on all aspects of the federally defined regionally based metropolitan planning processes incorporating the region's long range transportation plan including both fiscal constraint and air quality conformity.
  • Identifying transportation funding opportunities for Norfolk, the region and the approach for moving them forward.
  • Impact analysis on light rail and mass transportation projects for the City and future opportunities.
  • Negotiating contracts for the City on aspects of transportation.
  • Planning, implementation and management of transportation projects.
  • Supplying technical support for all major transportation studies.

Education/Experience

Work requires specialized knowledge in a professional or technical field.  Work requires professional level of knowledge of a discipline which is typically acquired at a Master's degree-level of study or equivalent.

Five years' experience in a related field, preferably in a management capacity; or an equivalent combination of education and experience.

  • Retirement
    If you are hired October 5, 2010 or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit.  This will be a pre-tax payroll deduction.
