Description
- The Modesto Irrigation District is currently recruiting to fill one full-time regular vacancy to perform two core functions for the District. The first is the day-to-day operations of the in-place security solutions while the second is the identification, investigation and resolution of security breaches detected by those systems. Secondary tasks may include involvement in the implementation of new security solutions, participation in the creation and or maintenance of policies, standards, baselines, guidelines and procedures as well as conducting vulnerability audits and assessments. The Information Security Analyst is expected to be fully aware of the enterprise's security goals as established by its stated policies, procedures and guidelines and to actively work towards upholding those goals.

The list established as a result of this recruitment may be used to fill other Information Security Analyst vacancies within the District that may occur through May 2, 2019.
Examples of Duties
Duties may include, but are not limited to the following:
Strategy & Planning- Plan and design enterprise security architecture.
- Create enterprise security documents (policies, standards, baselines, guidelines and procedures).
- Plan and design Disaster Recovery Plans.
Acquisition & Deployment
- Maintain up-to-date detailed knowledge of the IT security industry including new or revised security solutions, improved security processes, attacks and threat vectors.
- Maintain up-to-date detailed knowledge of regulatory IT security issues and how they impact the District as related to IT systems and infrastructure.
- Recommend additional security solutions or enhancements to existing security solutions to improve overall enterprise security.
- Perform the deployment, integration and initial configuration of new security solutions and of enhancements to existing security solutions in accordance with industry standards and best practices.
- Develop, implement and maintain District security standards, operating bulletins and other documentation to meet regulatory requirements provided by Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Western Electricity Coordinating Council (WECC) or any other regulatory agency as required to maintain or exceed compliance.
- Maintain operational configurations of all in-place security solutions as per the established baselines.
- Monitor all in-place security solutions for efficient and appropriate operations.
- Review logs and reports of all in-place devices, whether they be under direct control (i.e., security tools) or not (i.e., workstations, servers, network devices, etc.). Interpret the implications of that activity and devise plans for appropriate resolution.
- Participate in investigations into problematic activity.
- Participate in the design and execution of vulnerability assessments, penetration tests and security audits.
- Provide on-call support when needed for IT operational issues.
Training
- Develop District wide security training programs that address District policies, procedures and governmental regulations
- May assist with budget preparation;
- May select, train and lead assigned staff;
- May be responsible for hardware asset management;
- May coordinate district-wide network security activities;
- May be responsible for the development and documentation of relevant disaster recovery plan;
- Other duties as assigned.
Typical Qualifications
Any combination of education, experience, knowledge and abilities may satisfy the necessary minimum qualifications. A typical way to obtain the education, experience, knowledge and abilities would be:
Education: Graduation from an accredited four (4) year college or university with a Bachelor's degree in Computer Science or directly related field. One or more of the following certifications is preferred: CompTIA Security+; GIAC Information Security Fundamentals; Microsoft Certified Systems Administrator: Security; Associate of (ISC) 2; Certified Ethical Hacker; CISCO Certified.
Experience: Six (6) years progressively responsible experience in information technology comparable to the level of the position, which includes two (2) years in design, development and delivery of information security.
Knowledge of:- All facets of complex network system environments such as Unix, Novell NetWare, Linux, CISCO and/or WindowsNT Server; Strong understanding of IP, TCP/IP, and other network administration protocols; software and systems in use at the District including but not limited to: WindowsNT, WindowsXP, Vista, UNIX, Linux, Novell file, print services, PC's and desktop application software.
- Maintain a high degree of expertise to research, analyze, evaluate, recommend security, network and microcomputer applications; communicate effectively, both orally and in writing with various levels within the District as well as the public; develop and maintain effective working relationships with various levels within the District; safeguard and maintain confidential information.
Special Requirements: Must have a valid California Class C driver license.
