SUMMARY
The Southern California Regional Rail Authority (SCRRA), operator of the METROLINK Commuter Rail System, is seeking an Accountant I who will be responsible for and perform a wide variety of professional level accounting duties including preparing and reviewing grantor invoices and associated support, collecting funds, preparing of project and grant reconciliations and close outs, recording and reporting financial transactions and performing special financial analysis.

- Prepare and review invoices and billings for allowable and non-allowable costs.
- Review project accounting data and underlying grant documents to ensure accuracy of information, calculations and if required, the correction of entries.
- Prepare project and award reconciliations to ensure all costs have been appropriately allocated and fully billed.
- Identify remaining grant balances that may be available for reprogramming.
- Analyze project activity to identify and correct any project budget problems.
- Regularly compile of financial reports for internal and external review.
- Work with other finance team staff to coordinate various ongoing and annual special projects such as the Comprehensive Annual Financial Report (CAFR) and Single Audit Reports, Annual Budget, and internal and external audits.
- Support the year-end closeout.
- Manage and bill federal and state grants, member agency MOUs and other agreements as directed, billing approximately 20 grants per month.
- Update and maintain grant records in the financial system and shared electronic folders.
- Ensure established policies and procedures and grant requirements are adhered to.
- Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS
Education and Experience
- Bachelor's degree in Accounting, Finance, Business Administration or a related field.
- A minimum of two years work experience in accounting, finance, business intelligence and/or capital budgeting with at least one year experience with grant funding, accounting and billing to State and Federal agencies.
- A combination of training, education and or experience that provides the required knowledge, skills and abilities may be considered when determining minimum qualifications.
- Valid Class C Driver's License with a satisfactory driving record of no more than three moving violations and no DUI's within the last three years.
- Receives general supervision from departmental supervisory roles.
- No formal supervisory responsibilities.
Knowledge of:- Accounting principles and procedures.
- Capital budget administration, billing, reporting and reconciliations.
- Use of Microsoft Office products with advanced Excel skills and experience with Oracle accounting software.
- Prioritize and simultaneously work on multiple tasks in a high volume, fast paced environment.
- Interpret and apply federal, state and contract requirements to ensure compliance with funding agreements.
- Understand project budgets and costs.
- Perform complex project reconciliations.
- Effectively communicate both verbally and in writing with internal and external constituents.
PHYSICAL REQUIREMENTS- Transition between standing, walking and sitting at varying lengths of time.
- Climb or balance and stoop, kneel, crouch or crawl.
- Use hands to finger, handle, feel and grasp tools to perform the duties of the position.
- Ability to lift, hold and move objects up to 25lbs.
- Hear and perceive the nature of sounds.
- Listen and express or exchange ideas by means of spoken words.
- Adjust visual focus.
Position requires work in a normal office environment with little exposure to excessive noise, dust, or temperature.SUPPLEMENTAL INFORMATION
