Description


The City of Anaheim Public Utilities Department seeks a dynamic Principal Water Engineer (Principal Civil Engineer) with strong working knowledge of civil engineering principles and practices to join the Water Engineering Division - Water Planning, Development & Resources Section. The individual must be proactive, motivated, responsive, and have the ability to prioritize projects and work independently as part of the Water Engineering team.  The Principal Water Engineer will supervise, assign, review, and participate in the work of staff responsible for providing civil water engineering services, which includes the evaluation and planning of various citywide water system and capital improvement projects and oversight of various water development projects.  

Candidates must possess four years of responsible water-related civil engineering experience, including one year of administrative (management) and/or lead supervisory experience.  A Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field is required.  Possession of State of California registration as a Professional Civil Engineer is required.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Plan, prioritize, assign and supervise the work of staff assigned on a variety of civil engineering projects related to water development and system master planning activities.

Participate in the development of the five-year water system plan; oversee financial forecasting and analysis activities to ensure that system plans will meet future City water needs; and direct and participate in the planning of assigned capital improvement projects.

Perform special water system studies to ensure that existing facilities are rehabilitated, maintained and operated in an economic manner.
 
Manage and oversee the maintenance and operation of the water system distribution network analysis model to simulate field conditions; identify system improvements and upgrades.

Review plans prepared by consulting engineers and private developers to ensure compliance with applicable codes, standards, and specifications; administering development fees and charges; drafting and preparing agreements with developers; updating water rules as necessary.

Coordinate the review of Environmental Impact Reports and developer studies to ensure that water rates, rules and regulations are clarified and understood.
 
Respond to questions and inquiries from the general public, developers, contractors, other agencies, engineering professionals, and City staff regarding water development projects; investigate complaints and recommend corrective actions as necessary.

Participate in the implementation of goals, objectives and prioritization of water utility engineering projects; establish schedules and priorities for completing projects; and implement policies and procedures.

Participate in budget preparation and administration; prepare cost estimates for budget recommendations; and monitor and control expenditures.

Establish schedules and methods for providing water engineering services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.

Participate in the selection of water engineering staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Determine the scope of planning and engineering projects; oversee the preparation of plans and specifications by city staff; prepare requests for proposals and contracts for consulting services;


Coordinate activities with those of other divisions and outside agencies and organizations; provide staff assistance to assigned management staff; prepare and present staff reports and other necessary correspondence.

Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of civil engineering; incorporate new developments as appropriate into programs.

May act as Manager of assigned section as required.

Perform related duties as required.

Qualifications

Experience and Education: Four years of responsible water-related civil engineering experience including one year of administrative and/or lead supervisory experience supplemented by a Bachelor's degree from an accredited college or university with major course work in civil engineering or a related field.

Knowledge of: Services and activities of a civil engineering program, specifically related to water/wastewater; principles of supervision, training and performance evaluation; modern and complex principles; procedures and practices of water engineering and design; construction standards; procedures necessary in applying for regional, state and federal grants; principles of advanced mathematics and their application to engineering work; principles and practices of complex project management and administration; methods and techniques of complex contract negotiations and administration; methods, materials, and techniques used in the design and construction of development projects; methods and techniques of engineering plan review and analysis; engineering maps and records; recent developments, current literature, and sources of information related to innovations and trends in civil engineering design and development; principles and practices of project management; basic principles and practices of budget preparation and administration; principles and procedures of record keeping; principles of business letter writing and basic report preparation; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; pertinent federal, state, and local laws, codes, and regulations.

Ability to: Coordinate and direct water engineering programs; supervise, organize, and review the work of professional and technical staff; select, train and evaluate staff; recommend and implement goals, objectives, policies and procedures for providing civil engineering services; understand the organization and operation of the organization and of outside agencies as necessary to assume assigned responsibilities; understand, interpret, and apply general and specific administrative and departmental policies and procedures as well as applicable federal, state, and local policies, laws, and regulations; prepare clear and concise reports; participate in the preparation and administration of assigned budgets; prepare engineering computations; prepare and review engineering plans, specifications, and estimates of public works projects; administer contracts; perform technical research and solve engineering problems; conduct comprehensive engineering studies and prepare reports and recommendations; plan and organize work to meet changing priorities and deadlines; effectively represent the City to outside individuals and agencies to accomplish the goals and objectives of the unit; work cooperatively with other departments, City officials, and outside agencies; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, City staff, or other agencies on sensitive issues in area of responsibility; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

License/Certification Required:  Possession of an appropriate, valid driver's license; State of California registration as a Professional Civil Engineer.
