JOB SUMMARY: 
Performs administrative and supervisory tasks in managing the activities of the ECUA purchasing and stores division within the Finance Department.  This is managerial and administrative work of considerable difficulty assisting the department director in directing, appraising, analyzing and coordinating the operations of the Purchasing and Stores Division of the Finance Department. An employee in this class is responsible for assisting in the planning, supervising  and coordinating department work through a group of professional, paraprofessional, and office support personnel. The employee directly supervises assigned employees and assists the director in ensuring that all procurement and contracting activities are performed in accordance with the established ECUA code, applicable state statues, and department policies. Work includes managing contracting for the purchase of supplies and contractual services, and engineering procurement including construction and solicitations done in accordance with the State of Florida's Consultant's Competitive Negotiation Act (CCNA), and other applicable statues. The employee maintains a constant exploration for new sources of products, materials, processes, and ideas to assure that adopting new materials or changing specifications will be in full accord with cost reduction objectives. The employee in this class exercises considerable initiative and independent judgment in conformance with established ECUA policies, which are subject to direction and review by the department director.  


ESSENTIAL FUNCTIONS:
Reviews and verifies requisitions and determines propriety of proposed purchases; consolidates department requisitions when possible; develops and consults list of appropriate vendors and prepares formal or informal bid invitations as appropriate; receives and analyzes quotes and bids for relative prices and consistency with specifications; selects best bid, prepares and awards contracts to vendors for purchases or prepares recommendations for action by the Executive Director or the ECUA Board, whichever is appropriate.

Directly supervises and oversees the development of complex Request for Proposals (RFPs) for all ECUA departments; reviews contracts for content and sufficiency before review by the ECUA attorney and presentation to the ECUA Board.

Initiates the development and maintenance of ECUA purchasing policies and procedures; develops, recommends and installs appropriate systems, records, forms procedures and controls pertaining to procurement activities; recommends changes to strategic initiatives; formulates recommendations for action through the department head to the ECUA Executive Director and ECUA Board.

Facilitates and/or represents the ECUA at a variety of meetings, public events, training sessions, on committees, and/or other related events.

Provides technical guidance to lower level staff, senior management, and/or other interested parties.

Oversees the opening and public reading of bids, recommends bid awards, and makes presentations to Board of Directors.
Visits sales establishments and inspects merchandise for quality and grade; confers and corresponds with officials and vendors on matters related to purchases.
 
Consults with department directors concerning current and future purchasing and contracting needs, procurement concerns, and problems.
Conducts and/or supervises the annual inventory and the sale of surplus property and equipment.
 
Participates in the negotiation of contracts for services, equipment, property, agreements, etc.

Supervises the database of procurement activities, including records of purchase orders, requisitions, procurement records, budget classification, and unexpended balances.
 
Trains, supervises, and evaluates the purchasing and stores staff engaged in procurement and warehouse activities.
 
Prepares divisional budget, participates in the development of the departmental budget, and explains "How to do business with ECUA" to various small business groups. 

Prepares periodic and special reports as requested.

Performs other duties as required.

Minimum Qualifications

Bachelor's degree from a four-year college or university with major course work in business management, public administration, marketing, or a related field. (Educational documentation will be requested upon offer of employment.)

Four years of professional purchasing experience including contract negotiation for merchandise and professional services for a governmental agency or commercial enterprise, one year of which must have been in a supervisory or advisory capacity.

Any combination of education, training, and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

Licenses and Certifications:

Possession of a current Driver License upon offer of employment.

Physical Requirements/Working Environment

While performing the essential functions of this job the employee is regularly required to work in a typical office setting, use standard office equipment, read printed materials and a computer screen, and communicate in person or over the telephone and is occasionally required to drive a motor vehicle.

The incumbent's working conditions are typically moderately quiet.
