General Statement of Job
Under minimal direct supervision, the Director shall be responsible for administration of Spotsylvania County's Human Resources Department. Work involves managing the Human Resources functions for the County and advising the Board of Supervisors, County Administrator, and employees on personnel related matters. Work also involves developing and/or coordinating programs and policies related to recruitment, selection, position classification, compensation, employee relations, employee benefits, training, etc. The Director is responsible for addressing employee complaints or concerns, and interpreting existing and recommending new personnel ordinances, policies and procedures. The Director reports to the County Administrator.
Special Duties & Responsibilities
ESSENTIAL JOB FUNCTIONS
Sets vision and strategy for Human Resources administration. Works directly with the County Administrator and the Board of Supervisors to ensure alignment of County Human Resources policies and practices with County objectives and legal requirements.
Develops, oversees and measures efficacy of programs and policies related to Human Resources function.
Manages the County's Human Resources functions, including recruitment, classification and compensation, payroll, benefits administration, employee relations, training and other related areas as designated by the County Administrator.
Determines whether County Human Resources practices are consistent and in compliance with County charter, code and ordinances, as well as with state and federal laws, regulations, and guidelines; interprets and applies the County's Human Resources policies equitably; serves as advisor to the Board of Supervisors, the County Administrator, department directors, and employees on Human Resources administration and related issues; recommends changes as appropriate.
Ensures that appropriate Human Resources records, including employment applications, leave accumulation, employee evaluations, training records, disciplinary reports, benefits information, personnel data, EEO, and other reports are kept in accordance with federal and state laws/regulations.
Oversees bi-weekly payroll for classified employees, elected officials, and their employees.
Conducts centralized recruitment of persons for classified County positions.
Performs duties and functions of the County's Equal Employment Opportunity Officer.
Prepares, recommends, administers, and evaluates the classification and compensation system for all classified positions.
Supervises the administration of the County's employment benefits, including retirement, group health and life insurance programs, Workers' Compensation insurance, unemployment insurance, and other optional benefits, including the Employees' Sick Leave Bank; participates in cost negotiation and management of such plans.
Develops, administers and evaluates the employee performance review process.
Organizes and supervises performance, service and retirement recognition programs.
Supervises the development and implementation of new employee orientation and exit interview programs; evaluates and revises these programs as appropriate.
Assigns non-routine work and supervises the progress of department personnel; ensures staff adherence to established policies and procedures of the Human Resources Department and County; conducts performance review of staff and participates in goal setting for the department.
Participates in the investigation of complaints of misconduct or actions in violation of the County personnel policy; recommends resolution and/or discipline to County Administrator as appropriate; monitors grievance procedure and time frames, including panel hearings.
Prepares and maintains a County Personnel Policies and Procedures Manual.
Responds to inquiries and provides information to the Board of Supervisors, as requested.
Serves on various committees, including the Employee Committee, Employees' Sick Leave Bank Advisory Board, Safety Committee, Minority Affairs Committee, and others as requested.
Participates in the annual budget process.
Creates and delivers presentations to County Administration and/or government officials regarding Human Resource policies and practices.
Performs other related duties as required.

Minimum Training & Experience
This position calls for a Bachelor's Degree in Human Resources, Personnel Management, Business or Public Administration or a related field, and six (6) to nine (9) years of progressively responsible experience in public personnel administration and management; or any equivalent combination of training and experience which provides the required skills, knowledge and experience and abilities. Master's degree preferred.
