One full-time position is with the Clinical Laboratory in Santa Barbara and the second full-time position is with the Disease Control & Prevention program in Santa Barbara. 

We are accepting applications to fill one (1) full-time Laboratory Assistant (Certified Phlebotomy Technician) position in Santa Barbara with the Clinical Laboratory.

About the position: Under close supervision, Laboratory Assistants perform phlebotomy duties and other routine laboratory procedures related to preparing human biological samples for microbiological, hematological, and chemical analysis; or, perform routine biological and chemical laboratory procedures related to preparing water, food, and diagnostic specimens for analysis; and performs related duties as required.

The Clinical Laboratory: The Santa Barbara County Clinical Laboratory is licensed by the California State Department of Health Services in accordance with the California Code of Regulations and the California Business and Professions Code relating to Clinical Laboratories and certified by HCFA under the regulations of CLIA '88. The medical directorship of the Clinical Laboratory is provided by Board Certified Pathologists who are available for medical and technical consultation. The Disease Control & Prevention Programs work to prevent and control communicable disease outbreaks, promote health, and monitor the health status of our communities. Preventing epidemics and controlling communicable disease is one of the core functions of public health. Communicable Disease staff respond to outbreaks and single cases of communicable disease in order to prevent spread within the community. The IDEAL CANDIDATE will:
  • Have experience working in a fast-paced laboratory.
  • Have experience utilizing Laboratory Information Systems or Electronic Health Records.
  • Possess a strong track record of providing excellent customer service.
  • Have the ability to converse fluently in English and Spanish.

NOTE: Bilingual Allowance may be available for this full-time position in the amount of $57.69 biweekly for regular and frequent use of bilingual language skills in Spanish and English. Pro-rated for part-time positions.

Examples of Duties

  1. Verifies identity of patients to have blood drawn; instructs patients regarding sample collection requirements and procedures; and draws blood from patients either by venipuncture or capillary puncture for the purpose of collecting specimens to be analyzed.
  2. Logs in specimens; assigns specimen accession numbers; creates labels; time stamps laboratory forms or requisitions; stores specimens for subsequent processing; and prepares specimens for transport to other laboratories.
  3. Prepares primary plantings of specimens for bacteriological studies and centrifuges specimens in preparation for bacteriological and chemical testing and analysis.
  4. Follows safety guidelines at all times in accordance with the Universal Blood and Body Fluid Precautions.
  5. Learns clinical or public health laboratory terminology and procedures, as well as specimens that are required for standard procedures and analyses.
  6. Responds to in-person and telephone requests from providers, patients, clinic staff, private and state laboratory personnel, and the public; determines what information can be given to the public and that which should be given only to licensed professional staff; and maintains confidentiality of records.
  7. Performs laboratory-related clerical duties including filing, recordkeeping, entering data into computer database, and distributing test results to appropriate requesting sites.
  8. Checks standard laboratory supplies inventory to assure adequate inventory levels and either places supply orders or notifies supervisor when orders need to be placed.
  9. Cleans laboratory working surfaces and disposes of biohazardous waste in accordance with the department's waste management plan.

Employment Standards

Possession of a valid Certified Phlebotomy Technician (CPT) certificate issued by the State of California Department of Health Services.

Knowledge of: venipuncture techniques and Universal Blood and Body Fluid Precautions; common laboratory equipment, methods, and procedures; fundamentals of chemistry and biology; infectious agents and diseases; metric system weights and measures; and filing and recordkeeping systems.

Ability to: perform venipuncture safely; learn laboratory and medical terminology; learn and apply specialized laboratory techniques and procedures; maintain accurate manual records and computer databases; perform basic keyboarding; learn and maintain computer competency in programs used in the department; complete work according to industry and safety protocols; follow detailed oral and written directions, precautions, and procedures; perform basic mathematical computations including addition, subtraction, multiplication, and division of whole numbers and fractions; calculate metric weights and volumes; establish and maintain effective working relationships with patients, medical staff, and the public; maintain confidentiality of patient records; and communicate effectively, both orally and in writing.

Desirable Qualifications:

  • One year of venipuncture experience in a medical setting.
  • Bilingual in medical terminology in both English and Spanish.
  • The ability to converse fluently in English and Spanish may be required for some positions. Note: If you indicated on your application that you are bilingual, Human Resources will place you on the employment list for a job requiring bilingual skills. Hiring departments may test you on your fluency. If you do not demonstrate sufficient fluency, your name may be withheld from future certifications, in accordance with Civil Service Rule 7.

Supplemental Information

APPLICATION & SELECTION PROCESS:  

  1. Review Applications: To determine those applicants who meet the employment standards and are willing to work under the specific job conditions.
  2. Supplemental Questionnaire Ranking: A candidate's final score and rank on the eligible list will be determined by the information provided on their supplemental questionnaire. This process may be eliminated if there are fewer than 11 candidates.

Candidates must receive a percentage score of at least 70 on the supplemental questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

Once a conditional offer of employment has been made, the selected candidate will be required to successfully complete a background check, which includes a conviction history check, and satisfactory reference checks.

Appointee will be subject to a post-offer medical examination.

Appointee must also satisfactorily complete a (12) twelve month probationary period.

Selectees for employment must, as a condition of employment, sign a statement agreeing to comply with Section 11166 of the California Penal Code relating to child abuse, elder/dependent adult abuse, and physical violence abuse reporting.

The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high risk environment to comply with the PHD Employee Immunizations policy.  This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations.  A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time.
 
NOTE: Veteran's preference credit is applicable for this recruitment (5 points for veterans, 10 points for disabled veterans). To be eligible for this credit, you must be applying for this position within five years from your most recent date of: (1) honorable discharge from active military service; or, (2) discharge from a military or veterans' hospital where treatment and confinement were for a disability incurred during active military service; or, (3) completion of education or training funded by a Federal Educational Assistance Act. No time limit exists for veterans with 30% or more disability.
