Description

About this Role:
As TriMet grows and expands, the demand for repair, replacement and modification to different vehicle engineering elements has grown as well.  The Vehicle Engineering Department, within TriMet's Capital Projects and Construction Division, manages the development, design and construction of rail vehicle procurements, retrofits and associated vehicle engineering capital projects.  The team works closely with TriMet rail maintenance, rail transportation, safety, capital projects and program management departments to ensure successful delivery of projects.  The department consists of a focused and talented group of technical and project management professionals seeking to serve the public and uphold TriMet values while promoting the career growth and work-life balance of its team members.
 
Using a client-focused project management approach this department ensures each project is of the highest quality and is delivered in a safe, cost-effective, and timely manner. Projects in this department can vary in nature, size and in funding sources, which may be through grants, TriMet's general fund or a combination of both.  Partnering with stakeholders from inside and outside the agency, project managers in this department advise on project development and manage all aspects of the delivery phase including design procurement, the design process, budgets, schedule, internal and external approvals, construction procurement, construction management and turnover.
 
We are seeking a Manager to oversee a diverse group of project managers, and a portfolio of vehicle engineering projects. You will be responsible for mentoring junior project managers, balancing workload, performance reviews and participating in project development. You will also be responsible for managing and delivering your own projects as workload dictates. The work will include collaboration with the internal and external stakeholders, project designers, design consultants and contractors to work collaboratively to successfully deliver quality vehicle engineering projects.
 

Essential Functions

  • Develop or oversee the development of designs, design criteria, engineering standards, test procedures, specifications, and schematics/drawings for all aspects of light rail and commuter rail vehicles and associated equipment and hardware.
  • Manage and oversee testing of rail vehicles, rail vehicle equipment, and systems integration.  Troubleshoot problems that occur during testing and document test results.
  • Oversee and direct the design, installation and testing of changes to existing light rail and commuter rail vehicles, system installations and equipment.  Manage fleet implementation of modifications and retrofit projects. Manage and oversee safety certification of rail vehicle installations and equipment.
  • Represent TriMet at interagency meetings and proceedings as technical expert.  Attend project meetings, prepare materials, and make presentations as necessary. 
  • Supervise department staff, including recommending hiring, disciplinary action, assigning work, training, coaching, and performance evaluations.                            
  • Interact with Contract Administration and Program Management.  Review and approve Change Order language and supporting documentation.  Act as final review authority for changes under $50,000.00.  Coordinate and assist with development of cost-to-complete forecasts.            
  • Develop and manage scope, schedule and budget for capital projects.  Coordinate project efforts with internal staff, consultants, and public and private agencies.  Review and evaluate designs by staff, consultants or contractors to ensure their constructability, completeness, and economy.                 
  • Oversee packaging for bidding of specifications and documents developed by consultants and Tri-Met staff.  Assist with developing budgets and schedules for projects, perform constructability review, and monitor documents regularly for costing and balancing estimates.             
  • Prepare technical reports, progress reports, special studies, and cost estimates as necessary.

Position Requirements

Minimum Qualifications: 

  • A minimum of ten (10) years total credited experience.
  • Bachelor's degree in Mechanical or Electrical Engineering.  

Preferred Qualifications:

  • Registration from the State of Oregon as a Professional Engineer (or ability to obtain within 6-months) and/or certification as a PMP is highly desired.
  • Transportation, light rail or bus transit experience.
  •  Experience in large scale projects/programs.

Selection Criteria

Type of Position / Grade / FLSA: 
Grade 17, Exempt, Non-Union, Limited Term, ending in June 2021


Salary Range:
Minimum: $88,969.00
Maximum: $111,211.00
