Description

The Nebraska Department of Education is hiring a Psychometrician Lead to design and implement internal program evaluations and oversee the collection and use of ongoing assessment data for purposes of continuously improving programs and operations, demonstrating program effectiveness, and meeting accountability requirements.

BUDGETED SALARY RANGE: $57,204.16 - $84,660.16 This range is based upon available budget funds. The selected candidate's skills, abilities, education, and experience will determine the salary offer within this posted range.

Examples of Work

  • Conceptualizes, plans, develops, coordinates, and obtains funding for assessment and program evaluation to support advanced psychometrics and data science research.
  • Develops evaluation plans and protocols based on available resources and required deadlines, ensuring quality control.
  • Advises on sampling methodologies and research, develops and adapts data collection tools.
  • Analyzes qualitative and quantitative data using multivariate analyses including logistic regression, multiple linear regression, and hierarchical linear modeling.
  • Consults with other Nebraska Department of Education (NDE) and program staff on evaluation strategies, data collection, and outcomes.
  • Supports training regarding evaluation and research; develops and delivers training as needed.
  • Provides technical assistance and guidance regarding educational measurement, psychometric, and statistical analysis activities.
  • Writes reports and creates presentations to summarize findings to meet various requirements for assessment and reporting, including state and federal reports.
  • Disseminates knowledge through research papers, technical reports, presentations, and seminars that have an impact on the field and Educational Testing Services (ETS).
  • Oversees preparation of grant applications; advises and consults with the Commissioner and NDE leadership regarding grant funds; oversees evaluation of grant funded activities.
  • Supervises staff ensuring work is completed in a timely manner, conducting performance reviews, approving time-off requests, and other supervisory duties as necessary.
  • Possesses a valid driver's license, travels independently, and works in a variety of settings.
  • Maintains regular and reliable attendance.

Other Duties and Responsibilities:
  • Represents NDE's position on technical issues to stakeholders, vendors, external boards and panels, professional associations, and other agencies.
  • Assists with project development and monitors project budgets.

Extent of Public Contact:
This position requires extensive contact with other NDE staff, school officials, and the general public. 

Qualifications / Requirements

REQUIREMENTS: Ph.D. in a quantitative discipline (Psychometrics, Statistics, Psychological Measurement, Education Measurement, etc.) and a minimum of three years of experience related to the essential functions of the position. Any equivalent education and/or work experience may be substituted in order to meet the minimum qualifications of the position.

PREFERRED: Doctoral degree in a quantitative discipline, such as Statistics, Education Measurement, Psychometrics, Psychological Measurement, Research Methodology, or related field with emphasis on quantitative analysis. Advanced training in psychometric research and statistics. Experience with the development of large-scale test designs and the implementation and maintenance of large-scale assessment systems. Experience working with or in educational systems. Experience supervising and leading team members. 

Knowledge, Skills and Abilities

Knowledge:
  • Modern developments, trends, and theories in education research, evaluation, and assessment.
  • Methodologies for research and program evaluation.
  • Advanced statistical and data analysis software programs such as SAS, Stata, MPLUS, HLM, LISREL, R, etc.
  • Computerized adaptive testing.
  • Formats used in written business communications.
  • English grammar, spelling, and composition needed for correspondence.
  • Computer software necessary to carry out job responsibilities.
  • Types and uses of office equipment.
  • Office management principles, methods, and procedures.
  • Established policies, procedures, practices of the Nebraska Department of Education.

Abilities:
  • Analyze and interpret assessment results, accountability reports, and educational research and curricular practices.
  • Navigate the tensions between theoretical purity and practical constraints in both psychometric and educational research.
  • Use statistical analysis to design research studies.
  • Analyze district, state, and federal educational measurement programs.
  • Plan data collection, reporting, and analysis systems for the evaluation and assessment of education programs.
  • Analyze and interpret school and student test results.
  • Interpret statute as it applies to assessment and accountability.
  • Design assessment systems and procedures to comply with state and federal laws.
  • Evaluate program grant applications relating to evaluation, research, and assessment designs and make recommendations accordingly.
  • Communicate orally and in writing with agency staff and the public.
  • Establish and maintain effective working relationships.
  • Understand, interpret, and apply rules, administrative policies, and program guidelines.
  • Operate office equipment necessary to perform the required duties.
