Description

The City of Norfolk and the Office of the Real Estate Assessor are currently seeking seeking  candidates for a Real Estate Appraiser III.  Depending upon the candidates qualifications and experience, the position may be filled at a lower level, such as Real Estate Appraiser II or a Real Estate Appraiser I.
***This position is unclassified position and serves at the will of the City Assessor***

Essential Functions

Real Estate Appraiser III Essential Functions
($47,823.00 - $77,978.00)
  • Prepares and performs reassessments by generating sales ratios, characteristics, and various other reports, analyzing data, comparing the area to the current market, determining the proper land to building ratio, making recommendations for reassessment, making any necessary changes, verifying accuracy, and running reports to determine the appropriate degree of equity on a city wide scale.
  • Monitors the progress of changes to residential properties by measuring physical changes made and determining the effect they have on the value of the property.
  • Manages the integrity of the computer system by recording and verifying the accuracy of building permit information in the database, dealing with security issues, training staff on software applications, and making recommendations for improvements.
  • Completes taxpayer reviews by explaining the change in assessments to clients and conducting a sales analysis to determine if any adjustments are necessary.
 
Required Experience & Education:

Knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. 

Over three years' experience in Real Estate and microcomputers. 

Valid Driver's License.  

Advanced courses sanctioned by State or National Appraisal organizations that lead to appraisal certification. 

Real Estate Appraiser II Essential Functions
($40,805.00 - $66,586.00)
  • Appraises properties by collecting and reviewing sales and permit data to evaluate property conditions, performing on-site investigations to collect additional data, and making adjustments when appropriate.
  • Performs sales validations and maintains the database by entering data into the computer, preparing appraisal survey cards and comparing to computer print outs.
  • Completes taxpayer reviews by explaining the change in assessments to clients and conducting a field inspection to determine if any adjustments are necessary.
 
Required Experience & Education:
 
Knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school.

Over two years experience in Mass Appraisal or Assessments.

Valid Driver's License.

Related State sanctioned courses on Mass Appraisal Procedures and Techniques (IAAO).

Real Estate Appraiser I Essential Functions
($37,337.00 - $60,884.00)
  • Appraises residential properties by collecting and reviewing sales and permit data to evaluate property conditions, performing on-site investigations to collect additional data, performing mathematical computations to determine the exact value, and making adjustments when appropriate.
  • Performs sales validations and maintains the database, data entry, prepares appraisal survey cards and compares to computer printouts.
  • Performs sales validations by entering data into the computer, preparing appraisal survey cards and comparing to computer print outs.

Required Experience & Education:

Work requires knowledge of a specific vocational, administrative, or technical nature which may be obtained with a two year associate's degree, diploma or equivalent from a college, technical, business, vocational, or correspondence school. Appropriate certification may be awarded upon satisfactory completion of advanced study or training.

Six (6) months of experience required.

Valid Driver's License required.

    If you are hired October 5, 2010 or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit.  This will be a pre-tax payroll deduction.
