- Public Health in Health and Human Services (H&HS) is seeking a Community Health Program Supervisor to manage, develop, implement, and evaluate HIV/STD Prevention Services strategies and programs and supervise the team of employees in this area.

*This position is recruitment critical and eligible for an employee referral bonus. Current Hennepin County employees who refer candidates may be eligible for a $500.00 referral bonus.The primary duties and responsibilities of this position include:
- Supervise a dynamic team of HIV Outreach and Prevention Services staff who provide HIV/STD public health program services including, but not limited to: HIV testing in clinical and community settings, HIV linkage to care navigation, disease investigation services, Pre-exposure prophylaxis (PrEP), and population specific programming to those who are disproportionately affected by HIV.
- Manage operations of all HIV Outreach and Prevention Services programs and the implementation and completion of all contracted grant duties and activities including: analysis of grant and contractual obligations for Centers for Disease Control guidelines, Minnesota Department of Health guidelines, and Ryan White federal guidelines.
- Write and develop budgets for federal and state grant applications; coordinate planning workgroups for grant program development and oversee others who contribute written sections of grant applications for all HIV/STD prevention programs.
- Prepare annual budgets, manage multiple program grant budgets, and monitor expenditures and revenue; prepare required reports and invoices for various funders including state and federal entities.
- Work with a diverse team to develop team goals, performance results, and plan for implementation of programs.
- Facilitate continuous process improvement of systems and programs by determining needs and improvements; develop plans, policies, and procedures; and evaluate outcomes for programs and services.
- Participate as an active member of the Public Health Clinic management team and the larger Public Health managers/supervisors team; serve as representative of the department, service area, and Public Health Clinic to internal and external audiences; serve in key role for Public Health Emergency Preparedness Incident Command.

Best Qualified Candidates will have:- One of the following:
- A master's degree or higher in public health, public administration, community health, nursing, or another related field and two or more years of professional work experience in public health.
- A bachelor's degree in the above areas and three or more years of professional work experience in public health.
- Considerable knowledge of public health and HIV/STD prevention programs.
- Access to reliable transportation to travel within the Twin Cites metro area.
- Experience:
- Developing plans, goals, resources, and managing public health strategies and programs.
- With the development, writing, and management of public health grants.
- Providing leadership to a team or peers; supervisory experience preferred; ability to provide work direction to professional and paraprofessional staff.
- With the development of social marketing, HIV/STD prevention advertising, and the use of social media.
- Working on multidisciplinary workgroups and management teams.
- Ability to:
- Manage budgets, set goals and objectives with timelines to achieve results, exercise independent judgment and initiative to accomplish work.
- Prepare and submit accurate and concise reports; effectively communicate in verbal and written form.
- Foster an environment that recognizes and respects cultural, lifestyle, and socioeconomic differences.
