Practitioner I - $61,229.84 - $74,746.03 Annually
Practitioner II - $64,043.28 - $78,183.52 Annually
Additional Cash Benefit allowance: $6,149.26 Annually
*On-call, weekend and shift differential available when applicable
*Bilingual compensation when applicable
*5% Special Duty compensation available when assigned to locked facilities
The Behavioral Wellness Department is accepting applications to establish one employment list that will be used to fill current vacancies at all locations (separate lists for different locations will not be established). Hours offered for the various programs will vary from position to position. This information will be given to you at the time you have been invited to an interview.
NOTE: Depending on the candidate's qualifications and the needs of the department candidates may be appointed at the I or II level.
Some vacancies may result from a leave of absence (CS Rule 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave. A person who is appointed to a position under CS Rule 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.
THE POSITION: Under direction, assesses, diagnoses, counsels, and provides psychotherapeutic treatment, rehabilitation, and care coordination for seriously emotionally disturbed children and adolescents, and seriously and persistently mentally ill adults; and performs related duties as required.
The incumbent will work within a system of interdisciplinary departmental teams and/or contract service agencies providing assessment, prevention, intervention, treatment, and related ancillary support services via an integrated service delivery system to people with alcohol and other drug-related problems, mental illness, and/or co-occurring conditions.

Examples of Duties
- Interviews potential clients to assess needs for mental health services or referral elsewhere; counsels or provides psychotherapeutic and rehabilitation services for individuals, couples, or members of a family to assist them in achieving productive social adjustments, reducing the impact of disabling disorders, and facilitating their achievement of living, vocational, recreational, and interpersonal goals.
- Documents clinical activity presenting diagnostic and interview findings, clinical evaluations, and recommendations; as a member of an interdisciplinary team, reviews diagnosis and treatment plans of clinic staff; may act as a case manager by coordinating services for clients to assure continuity of care and to assure that clients receive appropriate types of service.
- Provides crisis counseling in the field, in the office for individuals experiencing acute episodes; evaluates patients, and arranges for voluntary or involuntary admission to facilities for observation and treatment.
- Confers with and advises clients' relatives to secure their understanding of and cooperation in treatment and rehabilitation programs.
- Cooperates and works with other agencies and practitioners regarding mutual clientele.
- Educates clients and their families regarding their diagnosis, prognosis, treatment, and rehabilitation process.
- Manages the care of clients by assessing and referring them to public and private providers and monitoring their progress.
- Assists clients to obtain stable housing, physical health care, benefits and entitlements, and to learn basic living skills.
- Participates in quality assurance and program evaluation studies.
Employment Standards
Possession of a valid license as a Licensed Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPCC), OR Licensed Marriage and Family Therapist (LMFT) issued by the California Board of Behavioral Sciences.
Professional Licensure: Applicants must possess licensure in their profession from the California Board of Behavioral Sciences at the time of application.
Additional requirements- For LPCC: a minimum of (6) hours of continuing education (CE) specific to marriage and family therapy during each license renewal cycle.
- Driver's License: Independent travel is required for some positions in this class. If so, a valid Driver's License is required at the time of application. A valid California Class C Driver's License is required at the time of appointment.
- The ability to read, write, and converse fluently in English and Spanish may be required for some positions. Note: You must self-certify on the application form that you are fluent in English and Spanish. Hiring departments may test you on your fluency. Knowledge of: assessment, diagnosis, prognosis, counseling, and psychotherapeutic treatment of marriage, family, and child relationship dysfunctions; methods of developing and implementing a treatment plan; human service delivery system; current trends in the field of mental health; laws and regulations applicable to mental health; and basic math.
Ability to: perform effective counseling and psychotherapy with individuals, families, and groups; develop and maintain cooperative relationships with clients' families, members of other professional disciplines, social service agencies, and co-workers; relate professionally with persons with serious mental disorders; identify and utilize community resources; prepare and present clear and concise oral and written reports.Supplemental Information
SELECTION PROCESS:

Supervisory experience in an outpatient clinic setting providing services to Children/Transitional age youth; Experience/Knowledge of the Children's System of Care; Experience in providing clinical supervision, for a team of staff providing assessment, treatment, and rehabilitative services to individuals with serious mental illnesses and co-occurring conditions.

- Mobile Crisis and Crisis Triage: Mobile Crisis staff cover 24/7/365 days per week although the Team Supervisor in only expected to work a regular Mon-Fri 9-5 schedule with some flexibility. The Mobile Crisis teams work in conjunction with local Law enforcement and hospital emergency departments to evaluate county residents who may be at risk of harm to self, harm to others or be gravely disabled. Mobile Crisis staff also assists with finding placement in inpatient psychiatric hospitals. Mobile Crisis staff also work closely with the departments Crisis Triage teams and core clinic staff to ensure individuals who are not placed on 5150 holds have effective safety plans and follow-up mental health services.

- Forensic Services - Adults: Known as the "Justice Alliance" program, this program works closely with court partners and law enforcement to facilitate access to behavioral healthcare services for individuals with mental health problems. Practitioners participate in mental health treatment courts and provide services aimed at preventing recidivism. Under sections 1370-1372 of the California Penal Code, they work closely with misdemeanor defendants whom the court has deemed incompetent to stand trial and they provide inpatient and outpatient competency restoration treatment. They also collaborate with behavioral health professionals in the Santa Barbara Jail and help facilitate access to outpatient services for offenders released to the community. Justice Alliance team members work in all three regional courts (Santa Barbara, Lompoc, and Santa Maria) and at times testify as to their clinical findings. They occasionally work within the jail and inpatient facilities and collaborate with their counterparts in those settings.

- Juvenile Justice MH: Experience/training in Trauma Informed and Evidence Based treatments to youth and their families in Santa Barbara County Juvenile Probation institutions, including Juvenile Hall, Los Prietos Boys Camp, and out of custody probation centers. Staff also conduct evaluations for the Juvenile Court and liaise between Juvenile Justice partner agencies including DCFS, Public Defender, District Attorney, Law Enforcement (Probation, sheriff, and Police), Courts, CBO's, and Behavioral Wellness children's clinics to ensure linkage to appropriate services in the community. Working in this program will require an awareness and understanding of the operations of Family/Juvenile court systems, group homes, shelter care, and detention facilities; including work in maximum-security facilities for children requiring candidates pass an FBI background check, which includes live scan. Must be willing to work flexible hours. An additional 5% pay for this position.

- Resiliency Interventions for Sexual Exploitation (RISE): Program is a comprehensive bio-psychosocial model of services, resources, protocols, education and training which also includes early intervention strategies to treat youth in, or at risk of, sexual exploitation. RISE Case Workers will work in multi-disciplinary teams for the delivery of comprehensive bio-psychosocial services, resources, and education and training programs. Working in this program will require an awareness and understanding of the operations of Family/Juvenile court systems, group homes, shelter care, and detention facilities; including work in maximum-security facilities for children requiring candidates pass an FBI background check, which includes live scan. This program operates on 24/7.

- Crisis Stabilization Unit (CSU): This program provides a safe, nurturing, short-term, voluntary emergency treatment option for adults experiencing a mental health emergency. An additional 5% pay for this position. This program operates on 24/7.

- Psychiatric Health Facility (PHF): Incumbents in this class work within a system of interdisciplinary departmental teams and/or contract service agencies providing assessment, prevention, intervention, treatment, and related ancillary support services via an integrated service delivery system to people with alcohol and other drug-related problems, mental illness, and/or co-occurring conditions. An additional 5% pay for this position.

- The ACT/AOT Programs: The ACT model, or Assertive Community Treatment, is evidence-based practice and has been shown to be extremely effective. The teams offer 24/7/365 availability and are multi-agency and multi-disciplinary in nature allowing for the provision of true wrap-around services. The team meets together each morning as part of a multi-disciplinary team (Psychiatrist, Nurses, Rehabilitation Specialist, Substance Abuse Specialist, Therapist/Social Worker/Counselor, Case Managers, Peer Support Team Members). Staff provide the bulk of services in the community (up to 75%), and collaborate throughout the day as needed through the shift manager. The team serves clients with a history of hospitalizations, arrests, use of crisis services, and homelessness. They provide on-call crisis support, and work weekends and holidays. The AOT (Assisted Outpatient Treatment) program, aka Laura's Law, works with unengaged individuals who are at risk of further decompensation without additional support, which may be court-ordered / monitored for a period of up to six months. This program provides all the services of an Assertive Community Treatment Team. The ACT/AOT Program Caseworker will have competency in at least 2 of the following areas: A) Providing practical help and support, advocacy, and coordination with other resources in the community, in order to assist clients in remaining independent and avoid hospitalization or incarceration. B) Provide crisis intervention services and carry an on-call phone as scheduled by the program manager or supervisor; C) Evaluation of clients in crisis for potential 5150; D) Provide linkage to services in the community through collaboration with other agencies (i.e., law enforcement, hospitals, jails, other mental health providers) as needed. E) Provide additional support such as budgeting, time management, housing resources, pre-vocational rehabilitative services, and medication delivery/coaching.
