JOB DESCRIPTION

JOB SUMMARY

Work is performed under the supervision of the Public Works Director/City Engineer. This employee performs a variety of professional-level engineering activities including design, preparation and/or review of plans, specifications, studies and site plan applications. The Assistant City Engineer is responsible for preparing and submitting plans and permits for various Stormwater and Public Works- related projects to local, state and federal agencies. Employee performs project management duties as assigned to implement projects from the Capital Improvement Projects (CIP) list, including on site coordination with contractors and coordination with field inspectors. Employee is also responsible for assisting in the activities of the City Engineer/Public Works Director in planning and performing technical engineering services for public infrastructure design, construction and maintenance, as well as providing supervision and oversight of Public Works and Stormwater Utility employees.
 
ESSENTIAL JOB FUNCTIONS
  • Assists Public Works Director/City Engineer in implementing specific city objectives for infrastructure construction and maintenance projects and managing work programs, project plans and specifications reviews.
  • Performs stormwater analysis, engineering calculations and engineering analysis of various projects.
  • Manages and coordinates utility-related in-house projects, conducts analysis of stormwater collection, storage and conveyance systems using hydraulic modeling software.
  • Assists with coordination of construction and maintenance activities performed by private contractors and other utilities within the public right-of-way including pay applications validation, basic project accounting and funding, change order review and processing requests for information.
  • Uses engineering principles to assist in the planning, permitting, design and layout of department projects and facilities.
  • Collects and compiles project information as necessary for the continued development of the Stormwater Utility Department asset management data base.
  • Prepares written reports and maintains accurate records for projects for the city's National Pollution Discharge Elimination System (NPDES) MS4 permit.
  • Conducts stormwater plan review and field inspections to assure compliance.
  • Prepares written reports and maintains accurate records for the City's Phase II MS4 permit.
  •  Actively participates in the Indian River Lagoon BMAP program in an effort to reduce nutrient loading.
  • Conducts public education and outreach activities geared toward citizens, school aged children, and industries as they relate to the NPDES permit.
  • Creates educational materials designed to educate a variety of audiences of the importance of proper stormwater management and pollution prevention.
  •  Assists the Community Services Department, typically Code Enforcement and Building Inspectors, with stormwater related issues.
  • Fills in for Director of Public Works / City Engineer as required.
  • Performs Supervisory duties over Public Works and Stormwater employees.
  • Performs other related job duties as assigned.
  • Mission Essential Employees will be required to work during a declared or undeclared emergency.

KNOWLEDGE, SKILLS AND ABILITIES

 
  • Knowledge of the principles and practices of civil or environmental engineering as applied to the development, construction, operation and maintenance of public infrastructure and engineering projects.
  • Knowledge of Geographical Information Systems such as ArcGIS and ArcMap.
  • Skill in analytical engineering problem solving.
  • Skill in the use of a variety of computer programs, including Microsoft Office, GIS or CAD and various other office equipment.
  • Ability to maintain effective oral and written communications with the Engineering Division Manager, other employees and general public.
  • Ability to operate a personal computer as a tool in analysis and design. Ability to use stormwater modeling software such as SWMM and ICPR is preferred.
 

EDUCATION AND EXPERIENCE


Bachelor's degree in engineering is required, civil or environmental engineering degree is preferred with five plus (5+) years of engineering design or construction experience in the general civil engineering field.  Must possess a Professional Engineers License in the State of Florida or the ability to obtain within ninety (90) days via reciprocity from another State.  Related engineering experience will be considered.

Special Qualifications:
 
Must possess and maintain a valid current Florida driver's license, or be able to acquire one within 45 days of hire.

  • Speaking / Talking: Ability to communicate clearly, accurately and concisely through speech.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Ability to bend body downward and forward by bending spine at the waist.
  • Visual Acuity: Ability to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading, operating motor vehicles; including color, depth perception, and field vision.
  • Walking: Ability to walk long distances to perform tasks and to move from one job site to another.
WORK ENVIRONMENT

Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs.  Work may be performed in both in and out-of-door environments with exposure to the wind, rain, cold, heat and cramped spaces.
