Position Information
Arlington County's Department of Environmental Services (DES) is seeking a Quality Control and Standards Engineer to join their Engineering Bureau. The Engineering Bureau consists of approximately 75 employees who provide full-scale surveying, design, and construction management services for public works capital improvement projects. In addition to the full range of skills which are provided in-house, the Bureau also utilizes contractors and consultants to enhance the capacity of capital improvement projects. The Bureau portfolio consists of complex urban infrastructure capital improvement projects including multimodal transportation, stormwater and green infrastructure, sanitary sewer, water main, and other public works projects that range in budget from $100,000 to $10 million.
This Engineer is responsible for reviewing County CIP (Capital Improvement Program) projects developed by in house staff, and is also responsible for researching and updating design and construction standards and specifications, setting standards, and enforcing policy on technical engineering issues with long-term impacts on the cost and effectiveness of construction for the County. The employee in this position must be able to evaluate project design impacts considering constrained physical environments and competing spatial interests to accomplish project goals.
Specific duties include:- Reviewing the designs prepared by the in-house staff engineers for ambiguous or conflicting information which may lead to construction change orders, use of design best practices, constructability, value engineering opportunity, and consistency in plan appearance and content;
- Reviewing and evaluating industry literature and researching the field of Civil Engineering for public works infrastructure trends and industry best practices, and making recommendations to update methodologies and design and construction standards;
- Developing quality control checklists to assist designers with checking their work; and
- Coordinating with various Arlington County Bureaus to update design and construction standards.

Selection Criteria
Minimum: Bachelor's degree in Civil Engineering plus progressively responsible experience in civil engineering design or design review of infrastructure projects and PE Licensure in Virginia, or a state with reciprocity.
Substitution: Experience may not be substituted for the Engineering Degree requirement.
Desirable: Preference may be given to candidates with a Master's Degree in Civil Engineering and experience in one or more of the following:- Using a wide variety of civil engineering design standards, guidelines, and best practices in the fields of transportation, stormwater, water mains, and sanitary sewers;
- Identifying design oversights and conflicts, evaluating plans for constructability and working with typical capital project plan set contents and formats; and/or
- Developing and reviewing plans for capital projects guided by design manuals, including:
- AASHTO Policy on Geometric Design of Highways and Streets;
- VDOT Road and Bridge Standards/Specifications;
- VDOT Drainage Manual, Virginia Work Area Protection Manual;
- Virginia Stormwater Management Handbook;
- Virginia Erosion and Sediment Control Handbook;
- Manual for Uniform Traffic Control Devices;
- AWWA Manuals for Pipe Design and Installation; and/or
- ASCE Gravity Sanitary Sewer Design and Construction.
Special Requirements
This position will require travel around Arlington County for various meetings, field inspections, and site visits. Applicant must possess, or obtain by time of appointment, a valid motor vehicle operator's license from the applicant's place of residence, or be willing to use alternative means of transportation.
Additional Information
Work Hours: Core work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday.
