The purpose of this position is to perform professional engineering work in the design, investigation and construction of street and transportation, signal and lighting, utility (water, sewer, and surfacewater), and other public works projects. Prepare plans, specifications and requests for proposals and bids. Review plans and specifications and assist in the coordination and management of consultants' design work. Coordinate projects with construction and operations, other city departments, outside organizations, and with funding and regulatory agencies. 
 
Position Status:  This is a full-time, regular, non-union, exempt position. 
 
Work Schedule: The schedule for this position is M-F, 8am to 5pm.

Functions

  • Prepare plans, specifications, cost and quantity estimates, and bid procedures for public works construction projects; establish specifications such as alignments and profiles, streets and right of ways widths, paving, signing and marking, traffic control, signal and lighting, and landscaping as well as other miscellaneous elements. Bring projects from planning phase through design to final PS&E (plans, specifications and estimates) for construction bidding. Coordinate projects with City departments and other relevant agencies or parties. Provide engineering support to other City departments including development review, engineering, construction, and operations.
  • Manage small to medium size projects. Assist in the coordination and management of consultants and review of consultants' design work to ensure accuracy and compliance with laws, design criteria, and City's specifications and standards. Manage consultant contracts such as environmental and right of way consultants, and monitor their progress and approve and process their payments.  Conduct field site visits to project sites; travel to offsite meetings and trainings. Drive a City vehicle in a safe and appropriate manner between worksites.
  • Prepare requests for proposals and bids, and review contract bids and proposals. Prepare stormwater analysis and stormwater reports for street projects. Process documentation for right of way acquisitions and coordinate projects right of way certifications with funding agencies. Process environmental documentation for projects and coordinate environmental approvals with regulatory agencies.
  • Participate in the development of the Six Year Transportation Improvements Plan (TIP). Participate in the initial planning of projects for inclusion in the TIP or funding applications; assist in establishing preliminary estimates, schedules and budgets.
  • Develop, maintain and update project specifications library, technical procedure manuals and technical standards details for transportation designs.
  • Support Construction Group during construction of transportation projects.
  • Answer questions and provide information to public and consultants about transportation projects and standards. Investigate complaints.
  • Perform related duties and responsibilities as assigned.

Minimum Qualifications

Education and Experience

  • Equivalent to a Bachelor's Degree from an accredited college or university with major course work in civil engineering or a related field.
  • Three years (3) of increasingly responsible professional civil engineering experience. Experience in civil, transportation, water, sewer, stormwater, signal and lighting, and pavement design preferred.
Equivalent combinations of education and experience may be considered.
Computer Skills
  • Experience in AutoCAD with Civil 3D design software & HydroCAD software
  • Proficiency using Geographic Information System (GIS)
  • Intermediate skills in Microsoft Office Word, Excel, Outlook, PowerPoint, and Project
Required Licenses and/or Certifications
Possession of:
  • Certificate of registration as a professional civil engineering in the state of Washington (or ability to obtain through reciprocity within 6 months)
  • Appropriate, valid driver's license
Knowledge
  • Principles and practices of streets and transportation, hydrology and hydraulics, soils, water and sewer utility design, and basic structures
  • Principles and practices of project and construction management and administration
  • Pertinent Federal, state, and local laws, codes, and regulations including civil engineering laws and regulations
  • Principles of mathematics relating to engineering work
  • Terminology, methods, practices, and techniques used in technical civil engineering reports and project estimate preparations
  • Recent developments, current literature, and sources of information regarding civil engineering
  • Modern office procedures, methods and computer equipment
  • Use of personal computers and basic software
Abilities
  • Perform technical research and solve multi-disciplinary engineering problems
  • Manage engineering projects
  • Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes
  • Ensure project compliance with appropriate federal, state, and local rules, laws, and regulations
  • Monitor phases of construction projects and prepare progress and final reports
  • Resolve regulatory, public relations and system design questions
  • Conduct comprehensive engineering studies and develop appropriate recommendations
  • Prepare and maintain technical civil engineering records and prepare comprehensive reports
  • Compile rough technical data and prepare statistical and narrative reports from field studies
  • Develop, review, and modify civil engineering plans, designs, and specifications
  • Exercise professional engineering judgment to achieve results consistent with objectives
  • Use a personal computer and appropriate computer software
  • Communicate clearly and concisely, both orally and in writing
  • Establish and maintain cooperative-working relationships with those contacted in the course of work
  • Work in a manner consistent with the City of Vancouver's Operating Principles
  • Provide a high level of customer service at all times
  • Project and maintain a positive image with those contacted in the course of work
