DEFINITION:
 
Under direction, to operate a rotary wing (helicopter) or fixed wing aircraft in support of law enforcement, rescue or firefighting activities; and to do related work as required.    
 
DISTINGUISHING CHARACTERISTICS:
 
Aircraft pilots may fly in urban, desert, and mountain environments in support of law enforcement and firefighting operations; may be required to work shifts of varying durations and days as needed; may be required to instruct non-aviation personnel on the safety principles to be observed while working on or around aircraft.

Essential Functions

  • Operates a helicopter or fixed wing aircraft in urban, desert, and mountain environment under day and night conditions in support of law enforcement, rescue and firefighting activities;
  • Assists air attack officers in the coordination of firefighting activities;
  • Transports personnel and equipment;
  • Operates a variety of aviation accessory equipment;
  • Performs aerial reconnaissance, patrol, rescue and similar work as requested;
  • Prepares and maintains the flying hour program flight logs and records;
  • prepares weight and balance plans for typical loads under standard and non-standard operating conditions;
  • Performs preventive maintenance required for assigned aircraft;
  • Serves as the aviation safety advisor to the County Safety Officer;
  • Instructs non-aviation personnel on the safety principles to be observed when working around or on County aircraft;
  • May be required to prepare and maintain standard operating procedures for County aircraft;
  • May be required to administer first aid to victims of accidents or crimes.
OTHER FUNCTIONS:
  • Performs other job-related duties as required.

Employment Standards

OPTION I:

High School Diploma, G.E.D. or equivalent.

AND

Possession of a valid FAA Commercial Pilot Certificate with rotocraft-helicopter rating, a valid California Driver's License, and a valid Class II Medical Certificate, obtained no more than nine (9) months prior to the date of employment, must be maintained during the period of employment.

AND

2,000 hours of experience in flying helicopters, 500 of which must have been in turbine helicopters; or any equivalent combination of experience and training.

OPTION II:

High School Diploma, G.E.D. or equivalent.

AND

Possession of a valid FAA Commercial Pilot Certificate with single and multi-engine airplane land rating, a valid California Driver's License, and a valid Class II Medical Certificate obtained no more than nine (9) months prior to the date of employment which must be maintained during the period of employment.

AND

1500 hours flying experience in fixed wing aircraft in a command capacity, 250 hours of which must have been in a multi-engine aircraft in a command capacity. Must maintain flight proficiency as demonstrated by periodic departmental training exercises.

BOTH OPTIONS REQUIRE:

The ability to read and understand County ordinances, state laws, literature pertaining to law enforcement, departmental orders, policies, procedures and instructions; to accurately interpret flight operations manuals for assigned aircraft to determine appropriate flight operations characteristics, limitations and operation/performance capabilities of the aircraft; to compute weight and balance requirements for a variety of standard and non-standard load conditions; to plan and execute cross county, low level navigation flights under day and night conditions and with conditions limited by weather and viability; to operate aircraft at low altitude over mountainous terrain; to properly and safely recover from inadvertent instrument meteorological conditions; to safely and correctly operate the aircraft in all terrain conditions including desert, mountain, and urban areas, and at or near maximum gross weight; to employ FAA radio procedures, and to learn proper fire and/or law enforcement radio procedures; to learn the use and maintenance of a variety of equipment associated with law enforcement and/or firefighting aircraft operations; to prepare clear, accurate and concise reports related to air operations; to adopt effective and timely courses of action when confronted with hazards or emergency situations; to properly perform all emergency procedures associated with the aircraft and anticipate operational needs; deal effectively with other agencies, co-workers and the public.

PHYSICAL STANDARDS:

Physical Examination: In addition to requiring a Class II Medical Certificate, a rigid medical examination by the County Physician is required. The examination includes spine and chest x-rays, blood chemistry and electro-cardiograph tests. Weight must be proportionate to height and age.

Vision: 20-100 uncorrected in each eye, corrected to 20-20, no color deficiency. No permanent or progressive eye abnormalities.

Hearing: No hearing deficiency.

Character: Applicants must have a reputation for honesty and trustworthiness. Felony law violations will be disqualifying, and, except for a limited number of traffic offenses, misdemeanor offenses may be disqualifying.

A background check may be conducted for this classification.

All Kern County employees are designated "Disaster Service Workers" through state and local laws (CA Government Code Sec. 3100-3109 and Ordinance Code Title 2-Administration, Ch. 2.66 Emergency Services). As Disaster Service Workers, all County employees are expected to remain at work, or to report for work as soon as practicable following a significant emergency or disaster.

Following an offer of employment, you may be required to submit to post offer medical and drug screening at county expense.
 
This examination will establish an eligible list from which one (1)  immediate appointment will be made at the Sheriff's Office. Other permanent and temporary appointments will be made as needed.

Admittance to each phase of the examination will require a government issued photograph identification. Applicants who ae unable to present proper identification must make arrangements with the Kern County Human Resources Division prior to the test date.

APPRAISAL (Weight 100%): of training, education, experience, interest and personal, fitness for the work based on any combination of the following: Investigation, oral exam and rating of application. Applicants must attain at least a 70% score on each phase of the examination process.
