(with growth to: $120,385)

On a strategic level, this IT Project Manager position is responsible for managing large, complex integrated projects, and implementing program management frameworks. This position will direct initiatives that require the integration of multiple enterprise systems, facilitate and coordinate actions and requirements between business and technical teams, and participate in the end-to-end lifecycle of an application following waterfall and agile methodologies. This position requires experience developing and managing large integrated schedules, driving resources in a matrixed environment and achieving return on investment.  Comprehensive subject-matter expertise in implementing commercial applications (COTS), strategic technology planning, and system implementation is required. This position requires proven experience in procuring and implementing technology solutions within agreed upon scope, schedule, and budget, following disciplined project management principles with a strong emphasis on customer service and building partnerships with business stakeholders. 

Position Summary

On a tactical level, the IT Project Manager position may include any or all of the essential functions listed below:
 

  • Provide strategic planning and subject-matter expertise in implementing commercial applications (COTS).
  • Manage vendor relationships to ensure project deliverables are delivered within the prescribed scope, schedule, and budget in accordance with executed contracts.
  • Take lead role in conducting RFPs, contract negotiations and execution, and establishing statements of work with vendors.
  • Facilitate discussions and achieve consensus among various project stakeholders such as analysts, developers, clients, vendors, and senior management.
  • Work with subject-matter experts to discern, validate, and document business requirements.
  • Provide project communication plans and develop trusted relationships with key stakeholders.
  • Provide subject-matter expertise in strategic technology planning, system implementation, and achieving buy-in from executive level management.
  • Perform IT project management in accordance with accepted project management standards in the industry (i.e. PMBOK).
  • Manage project execution to ensure adherence to scope, schedule, and budget.
  • Develop and manage work breakdown structures (WBS) for information technology projects.
  • Develop or update project plans for information technology projects, including information such as project objectives, technologies, systems, information specifications, schedules, funding, and staffing.
  • Prepare and implement change management processes and controls.
  • Perform quality reviews, develop lessons learned documentation, and prepare post project review of costs and benefits.
  • Prepare Return on Investment evaluations and apply Earned Value Management.
  • Prepare project status reports by collecting, analyzing, and summarizing information and trends.
  • Assign duties, responsibilities, and spans of authority to project personnel and coordinate activities of project personnel.
  • Develop and manage annual budgets for information technology projects.
  •  Facilitate process improvement exercises following Lean Six Sigma best practices
  • Provide excellent customer service for assigned areas, adapted to the needs of Pierce County departments.

Qualifications

A Bachelor of Arts or Bachelor of Science degree in information technology, computer sciences, business, mathematics, engineering or related field and five years of information technology experience, which includes experience performing complex technology centric project management in a Project Manager or leadership role, OR any equivalent combination of experience and education is required.

At least three of those years leading implementation projects for commercial IT applications is highly desired. Lean Six Sigma Green Belt preferred.  Project management certification such as PMP or PMI is highly preferred.

SPECIAL REQUIREMENTS AND/OR QUALIFICATIONS:  A valid Washington State driver's license may be required when travel is required of the position. Ability to successfully complete a Pierce County background investigation.  Fingerprint and in-depth criminal history check is required.
