Nature of Work
- This is professional engineering work with the design, construction, investigation and development of engineering projects.Work involves the evaluation, selection and application of engineering techniques, procedures and criteria to the development and design of public works, capital improvement, parks and/or other projects. An employee in this class serves in all conventional aspects of the functional areas of the assignment, utilizing sound professional and independent judgment in designing, evaluating, inspecting, making adaptations and modifications to public works or building projects and devising new approaches to problems encountered. Work is reviewed by an engineering superior for conformity and adherence to departmental policies and regulations, receiving technical guidance on unusual or more complex problems and supervisory approval on proposed plans for projects. Work is predominantly intellectual and varied in character as opposed to routine mental, mechanical, manual or physical work, and involves the consistent exercise of discretion and judgment in its performance. Supervision may be exercised over, but not limited to subordinate Engineers, Engineering Technicians, Building Inspectors and subordinate clerical personnel. An employee in this class reports to the Director or designee.
Essential Functions
- Analyze maps, drawings, blueprints, reports, and other topographical or engineering data to plan projects.Conducts preliminary and final inspection of plans for internal projects as well as those prepared by outside consultants, ensuring they are in compliance with pertinent standards.
Estimate quantities and overhead costs to determine project feasibility.
May approve and/or sign and seal plans, specifications, reports, certifications to other entities or other items, as necessary.May supervise the work of subordinate to include, but not limited to Engineering Technicians, Building Inspectors, and/or clerical personnel.
Reviews contractors' requests for payment, certifies quantities and payment amount and makes recommendations for approval of payment by Director, or designee.Performs a variety of investigative, planning and public relations work related to public works, building, capital improvement, parks and/or other projects.Responds to engineering-related inquiries from contractors, as well as general public.Assists in the development of new designs and/or engineering techniques to be utilized for resolving problems encountered in a public works, building, capital improvement, parks and/or other construction projects.Applies appropriate personnel policies as they pertain to the approval or disapproval of leave requests and overtime authorizations.
Initiates appropriate disciplinary actions and evaluates subordinate employee performance.Performs other related work as required. Minimum Requirements
- Must be registered as a Professional Engineer in the State of Florida and have two (2) years of professional engineering experience.
- Registration as a Professional Engineer must be maintained throughout employment in this classification.
- A Valid Driver's License from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however prior to appointment a State of Florida Driver's License (Class E or higher) must be presented to the Department of Human Resources.
- A specific area of concentration within the field of Engineering may be desirable depending on the needs of the hiring department.

TOXICOLOGY:
Prospective employees may be required to submit to a toxicology, medical, and background screening. All costs associated with background screenings may be at the applicant's expense.
Veterans Preference: If claiming Veteran's Preference, all Forms DD-214-"Member 4", must be submitted with the application. In addition to the Form DD-214, applicants who have been awarded combat campaign/expeditionary medals that are not reflected on the Form DD-214 must submit supplemental documents from the Department of Defense that demonstrates possession of a combat/expeditionary medal, if seeking veteran's preference points. For claiming Disabled Veteran's Preference, a letter from Veteran's Affairs or the Department of Defense dated within one year of the closing date is also needed. Letter of disability must state percentage of disability. Veteran's preference points will be awarded in accordance with F.S.S. 295.Selection Preference for City Residents:
In accordance with APM 2-02, applicants for classified positions who are City of Miami residents and new hires will receive preference in selection from interview ranking bands provided that any two (2) of the following documents are submitted with the application and again at the time of interview:A.
