Description

DEFINITION
Under general direction of the Director of Budget, the Capital Asset Management (CAM) Program Analyst oversees, manages and maintains the District asset management program for all District transit assets.
 
Distinguishing Characteristics

This position is distinguished as a professional level position that requires experience performing a wide variety of advanced, complex and/or sensitive analytical and reporting activities. This position works with internal and external stakeholders to ensure all aspects of assigned tasks and/or projects are completed based on business and functional requirements, under minimal supervision, with latitude for the use of initiative and judgment.
 
Supervision Received and Exercised
Works under the direct supervision of the Director of Budget and does not exercise direct supervisory authority but is required to collaborate with all District personnel and personnel from other governmental entities and contractors. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.
 
Working Conditions
Normal working conditions for this position are in both an office and field setting. Job duties require the use of District-assigned vehicles for regularly-scheduled business travel between District sites. Business travel may be required periodically between governmental agencies, consultant facilities, and other locations.

Examples of Duties

Essential Functions
Duties may include, but are not limited to, the following:
  • Maintain the District program for capital asset management.
  • Manage and document business processes and procedures for conducting asset type condition assessments consistent with District goals and objectives for its capital assets.
  • Facilitates collection of condition data into the District asset inventory database/asset management system, and reports performance and condition data.
  • Assist with analysis and interpretation of data for use in asset prioritization, project development, lifecycle planning.
  • Manage the process of sampling asset data for accuracy.
  • Maintain the District capital asset management program and ensure that activities are monitored, evaluated and updated on a regular basis.
  • Participate in development and enhancement of capital asset reporting systems.
  • Prepare reports for executive management and other stakeholders.
  • Perform other related duties as assigned.

Qualifications

Education/Experience
  • Bachelor's degree with major course work in public administration, business administration, planning, finance or related field.
  • A minimum of five years' (5) position related professional experience in fixed asset or capital asset management processes and/or programs.
 
A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.
 
Certificates/Licenses
  • Possess and maintain a California driver's license, Class C, and a satisfactory driving record for the last five years.
  • Maintain compliance with the District's policies regarding Conflict of Interest and Ethics.
 
General Requirements
  • Ability to analyze routine and non-routine financial and business transactions, solve problems and present alternatives.
  • Ability to work effectively under pressure, prioritize and organize work flow to deliver high-quality products within established deadlines.
  • Proficiency with report writing and presentation development.
  • Ability to interpret and apply federal, state and local regulations.
  • Exceptional written and oral communication skills and the ability to establish cooperative working relations with NCTD personnel at all organizational levels
  • Ability to gather, organize, and analyze information, develop sound conclusions and synthesize concepts.
  • Able to establish and maintain effective working relationships with a variety of individuals including staff, consultants, vendors and public.
  • Demonstrated proficiency in computer software programs in a Windows environment, particularly the Microsoft Office suite, spreadsheet and accounting software applications, and ERP systems such as JD Edwards.

Physical Requirements

The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions and work with office equipment, and lift equipment up to 25 pounds on a daily basis. The employee must be able to hear, see, and communicate verbally to exchange information. The employee must be able to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way. The employee may be subject to fumes, odors, dusts, gases, chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.
 
Machines / Tools / Equipment
  • Ability to operate a personal computer and Microsoft Office Suite programs.
  • Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone.
  • Ability to carry and operate a mobile on-call device.
