Class Description
- This is a Non-Civil Service positionOverview:
The City of Baltimore seeks an experienced Financial ERP Implementation Manager that will competently guide us through the process of selecting, negotiating and implementing the best full-featured ERP system that will meet the needs of the City of Baltimore. The incumbent will serve as the technical/process liaison between multiple City Agencies; develop the curriculum to train users how to properly utilize the chosen system, and lead the team responsible for delivering a new ERP system to the City of Baltimore. Selection Process
- Essential Job Functions & Responsibilities:
- Determine the most effective, comprehensive, full-featured ERP platform(s) that will address the City's needs;
- Lead the selection of project-related vendors, vendor interface, and oversight;
- Plan, lead and manage the implementation of the selected ERP platforms, including creating/maintaining/managing full life-cycle project plans/schedule [identification, selection, negotiation, implementation, testing, deployment, and training];
- Identify, analyze, prioritize and communicate risks to stakeholders throughout implementation; ensure that all milestones and deliverables are completed according to established timelines;
- Schedule and lead project-related meetings with internal teams and external resources; collaborate with department managers to ensure continuous alignment with organizational goals;
- Work with team leaders to identify and document business requirements and identify system gaps that need to be addressed through the adoption of specific programs/modules, and or development of new system features or customizations;
- Create business requirement documents, RFP's, functional specifications and process flow using tools including OneNote, SharePoint, OnBase, Innotas, Visio etc.
- Ensure clear communication and understanding of requirements for technical and business audience;
- Create training curricula to educate users how to effectively utilize the City's ERP system(s).
Minimum Qualifications
Education:
- Bachelor's Degree in Finance, Accounting, Computer Science in the related field; Master's degree preferred
- Candidate must have at least three years of leadership experience in accounting, accounts payable or similar controllership type role.
- Candidate must have at least three years of leadership experience in accounting, accounts payable or similar controllership type role.
- At least 5 years of demonstrated full-cycle Finance ERP implementation experience in local government;
- Demonstrated expertise in design and implementation of financial systems and applications;
- Demonstrated experience leading Finance ERP implementation project teams;
- Demonstrated experience with ERP vendor selection and working with third-party implementation teams;
- Demonstrated experience with business process optimization; order processing and fulfillment systems; and capturing system integration requirements;
- Demonstrated experience with organizational control environments and governance processes; Experience of order processing and fulfillment systems
- Highly desire experience with financial planning/modeling; data mining or planning applications.
- Expert user of Microsoft Office Suite
Required Skills and Abilities:- Advanced experience in writing business requirements and functional specifications;
- Demonstrated communication skills – written and verbal – including demonstrated ability to engage colleagues and senior leaders;
- Demonstrated ability to communicate business/financial and technical terms/concepts to both technical and non-technical audiences;
