Job Responsibilities

This position is located within the Office of Administrative Services of the Department of Administration (Admin). Under limited supervision, the incumbent serves as the Information Technology Director for Admin and coordinates all staff on applications development projects, sets measurable goals using key performance indicators and deadlines for teams using service level agreements, and stays in contact with agency leadership to ensure projects proceed on schedule. These projects may be as diverse as developing a new intranet for agency use or overseeing development, enhancement, and maintenance of the state's enterprise resource planning (ERP) system and modules. The incumbent is often responsible for continuing to improve applications that help maintain and improve the security of sensitive agency data, as well as ensuring that agency IT resources are managed according to the shared services programs of the state. The incumbent also serves as Admin's point of contact for the Division of Technology - Operations (DTO), the Division of Information Security (DIS), and the Enterprise Privacy Office (EPO) to ensure compliance with statewide IT directives at the agency level. Performs other duties as required.

Minimum and Additional Requirements

A bachelor's degree and relevant experience in communications, business administration, computer science (information technology), mathematics, statistics, management information science, or a related field and experience in telecommunications, data processing and/or information technology. Direct experience managing applications development organizations. Experience in management of IT applications development and programming, to include ERP systems.

ADDITIONAL REQUIREMENTS: Excellent communication and organizational skills. Ability to quickly understand the suite of products and applications used in-house. Knowledge of the principles and techniques of planning programs and work activities in a shared services information technology environment. Ability to plan and supervise the implementation of short and long-range application-based activities and objectives, including estimating and validating work efforts, building budgets, and reviewing project plans. Ability to plan, organize, direct, and review the work of technical personnel. Experience defining prioritization criteria and evaluating potential projects against criteria, and creating and confirming compliance with documentation and process standards. Incumbent must be comfortable interacting with a variety of customers, speaking to small and large groups, and presenting information at official meetings. Preferred Qualifications

Demonstrated Organization Change Management skills and experience with IT Service Management is desirable.
