General Information

The Natural Resources and Judiciary Budget Analyst performs evaluations, assesses performance measures reports, develops budget and policy recommendations, communicates in writing and orally, and works on special projects for the Legislative Budget Board relating to the business and economic development area of state government.
The position reports to the Natural Resources and Judiciary Manager and works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Responsibilities
- Provide assistance to assigned agencies on development of budgets/requests, strategic plans, performance measures, and other projects as directed.
- Examine budgets/requests to assess whether funds are appropriately allocated, budgeted and expended.
- Develop budget and policy recommendations and accurately reflect them in information systems and in writing.
- Identify funding adjustments necessary to improve operations or to conform to targeted spending levels.
- Orally present and explain recommendations to management, legislative committees and other audiences.
- Communicate and interact well with legislative and other audiences, including elected officials.
- Identify funding adjustments necessary to improve operations, conform to targeted spending levels, or conform to estimated revenue collections and identify resulting program or fiscal impacts due to the adjustments.
- Inform management of budget/policy issues and provide concise explanations and options for resolution.
- Collect, organize and analyze data using sound methodologies and prepare written work products that are polished, flow logically, and present data coherently, including publications.
- Represent the agency at external meetings/events and then provide written or oral summaries of key issues.
- Conduct quality assurance procedures and prioritize responsibilities appropriately to produce accurate and complete work products within established deadlines.
- Prepare written fiscal and policy analyses of legislation.
- Prepare riders and amendments for General Appropriations Bills and other legislation.
- May plan and conduct research projects and field studies.
- Contribute to agency projects and perform related work as assigned.

- Work effectively with LBB management and staff, as well as all external customers.
- Coordinate, collaborate, and employ good interpersonal skills; demonstrate positive outlook.

- Act with motivation, organization, and attention to details; complete tasks with an appropriate level of independence.
- Be punctual and have regular attendance.
- Work overtime on nights, weekends, and holidays, as necessary to meet agency deadlines.
- Graduation with a baccalaureate degree from a regionally accredited college or university is required.
- Earned graduate degree is preferred.
- Course-work or degree in public policy or administration, program evaluation, budgeting, quantitative/qualitative research, finance, accounting, economics, natural resources, law, legal research or a related field is preferred.
- Two years of progressively responsible full-time work experience in a relevant policy area is preferred.
- Work or volunteer experience in the judiciary or natural resources is also preferred.
