Job Summary/Scope

This position is responsible for providing staff support for various divisions and operations of the Department of Public Works. The purpose of this position is to provide support various divisions and operations of the Department of Public Works. Successful performance helps ensure the effective and efficient operations of Public Works.

Job Responsibilities

Major Duties

  • Performs engineering duties for the following divisions in Public Works: administration, streets, engineering, traffic/parking, environmental services, fleet maintenance and transit/airport
  • Develop and administer contracts for various projects in Public Works such as but not limited to pavement preservation, sidewalk, parking lot, stormwater, water, sanitary sewer
  • Coordinate with engineering firms on contract development and administration
  • Review and process NCDOT and city encroachments
  • Review and process NCDOT and city driveway permits
  • Estimate and analyze project costs and provide recommendations
  • Issue, track and pay purchase orders for various projects in Public Works
  • Assist in coordinating departmental emergency response and disaster preparedness plans
  • Provides reports to Director and Assistant Director on projects and costs
  • Performs other related duties as assigned.
Guidelines
  • Guidelines include city ordinances, policies, and procedures, the Personnel Policy manual, and relevant federal and state laws and regulations. These guidelines require judgment, selection, and interpretation in application.

Minimum Qualifications

Education/Experience Requirements

Staff Engineer I
Pay Range: $45,326.97- $78,831.38

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in Civil Engineering or other related course of study from an Accreditation Board for Engineering and Technology (ABET) institution.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
Staff Engineer II
Pay Range: $47,621.66 – $76,518.47
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in Civil Engineering or other related course of study from an Accreditation Board for Engineering and Technology (ABET) institution.
  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with two years or more of related experience or service.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
  • Certification as an Engineer in Training.
Staff Engineer III
Pay Range: $52,565.40 – $84,462.06
  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in Civil Engineering or other related course of study from an Accreditation Board for Engineering and Technology (ABET) institution.
  • Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require four years or more of related experience.
  • Must be a Professional Engineer.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
Knowledge Requirements
  • Knowledge of the principals and practices of Civil Engineering.
  • Knowledge of applying engineering concepts and problem solving
  • Skill in planning, developing, scheduling, tracking, and completing projects.
  • Skill in performing mathematical computations and applying standard engineering techniques in the design and construction of public works projects.
  • Skill in the use of general office equipment, including a computer, calculator, facsimile machine, and copier.
  • Skill in public and interpersonal relations.
  • Skill in oral and written communication.

 

Work Environment/Physical Demands

The work is typically performed while intermittently sitting, standing, or stooping. The employee occasionally lifts light objects and must distinguish between shades of color. The work is typically performed in an office and occasionally at job sites where the worker may be exposed to noise, heavy traffic, and construction hazards and where the worker may be required to use protective devices such as a hard hat.
